Accurate Field Location of Public Infrastructure Assets:
Receives, reviews, and administers City locate requests from the Gopher State One-Call (GSOC) system. Performs field locating of underground public infrastructure, including watermain, sanitary sewer, storm sewer, City owned fiber, and streetlight electrical facilities in accordance with GSOC requirements and City standards. Utilizes locating equipment, digital mapping, GPS/GIS tools, and as-built records to accurately identify and mark infrastructure locations. Coordinates with private utility companies, contractors, and internal Public Works staff to resolve conflicts and clarify infrastructure ownership. Documents discrepancies between field conditions and record drawings; communicate findings to appropriate staff for records management. Attends utility meet requests as needed. Review and Approval of Right-of-Way (ROW)
Permit Applications:
Reviews right-of-way (ROW) permit applications for compliance with City ordinances, standard specifications, and engineering policies. Evaluates proposed work for potential impacts to existing infrastructure, traffic operations, and public safety. Communicates with applicants to resolve discrepancies and concerns. Coordinates permit reviews with internal City staff and external utility providers. Provides technical guidance to contractors, developers, and residents regarding permit requirements. Tracks and manages permit status, ensuring timely processing and communication. Responds to property owner questions related to GSOC field markings or other private utility work within the public right of way. Conducts field inspections to verify compliance with permit requirements, including proper restoration of streets, sidewalks, boulevards, and other publicly owned assets. Initiates enforcement actions or corrective measures for non-compliant work.
Data Collection and Documentation of Public Infrastructure Assets:
Collects field data related to public infrastructure assets, including location, condition, and attribute information using GPS equipment, mobile data collection tools, and GIS software. Identifies maintenance or capital improvement needs based on field observations and data collection. Collaborates with engineering and public works staff to ensure data accuracy and integration into the City's asset management system and long-term infrastructure planning efforts. Builds effective relationships throughout the organization through communication, collaboration, and effective delivery of services: Operates required equipment as assigned. Maintains positive professional working relationships with all staff levels, other jurisdictions and outside agencies, and the public. Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations and citizen customers. Follows oral and written instruction such as supervisor's work orders and equipment operation manuals. Maintains regular and reliable attendance during scheduled work hours and outside regular hours as necessary. Performs essential duties and responsibilities under the working conditions and physical demands described herein. Performs other related functions as apparent or delegated. Required Knowledge and Abilities To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required. Knowledge of construction techniques related to water, sanitary and storm sewer systems. Ability to read and interpret construction plans and specifications. Ability to use common hand tools, electronic locating equipment and GPS equipment. Ability to use common office equipment such as telephones, computers, photocopiers and calculators. Ability to perform arithmetic and geometric calculations. Ability to operate web or desktop mapping systems. Strong knowledge of computer software programs including KorTerra, asset management software (CityWorks) and the Microsoft Office Suite. Ability to work cooperatively with City personnel, external vendors, and the public. Ability to perform duties with tact, diplomacy, and discretion. Ability to be detail oriented and follow through with tasks. Ability to maintain a team and service-oriented approach to work. Ability to perform right-of-way permit reviews using the City's permitting management software program (BS&A). Must have the ability to accept constructive criticism or discipline in a positive manner, initiating self-development to improve job performance. MINIMUM QUALIFICATIONS
A combination of training and experience substantially equivalent to the following: High school diploma or equivalent. Thorough understanding of the Gopher State One Call (GSOC) process and procedures. Three years' experience operating technical locating equipment. Proficient in Microsoft Office, KorTerra, and data management programs. A valid Class D driver's license.
PREFERRED QUALIFICATIONS
Five years' experience in utility water/sewer construction and/or municipal water/sewer utility maintenance and operation. Five years' experience using GIS data collection equipment. Experience administering right-of-way permitting. Experiencing operating asset management systems (CityWorks) and AutoCAD software.

EQUIPMENT/JOB LOCATION
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Duties performed will include outside work in climatic weather. A portion of this work is in a typical office environment. It will use common office supplies and equipment, and the noise level in the office is usually quiet. Exposure to computer monitors in the office is typical. Travel to various utility sites within the City is required. Noise level in the field environment can be loud. In the field, the employee occasionally works near moving mechanical parts and can be subject to vibration. This position works independently much of the time, but also closely with others depending on the task.
