Job Description
Under basic supervision, the Equipment Operator for Public Works performs skilled and semi-skilled work operating light and heavy construction equipment to maintain, repair, and improve City streets, right-of-way, drainage, and sanitary systems. The role involves using specialized machinery such as backhoes, loaders, compactors, and sweepers, and may include assisting with leading small crews on assigned projects. This position is distinguished from the Senior Equipment Operator by its focus on routine equipment operation and support duties, rather than advanced operations, crew leadership, and project coordination. No certifications are required for this classification. Essential duties and responsibilities may include, but are not limited to the following: Operate equipment such as backhoes, skid steers, loaders, graders, rollers, water trucks, dump trucks, compactors, trenchers, and related machinery for maintenance and construction activities. Perform excavation, trenching, backfilling, material spreading, and grading for road, ROW, sidewalk, culvert, and drainage projects. Prepare subgrade and finish grade for asphalt and concrete placement. Load, haul, and transport materials such as asphalt, dirt, gravel, debris, and other construction materials to and from job sites. Assist with asphalt repair operations, including patching, compaction, and edge work. Support concrete work by assisting with excavation, forming, pouring, and finishing preparation. Set up and maintain safe work zones, including traffic control devices, signage, and barricades. Conduct pre- and post-operation inspections, perform minor equipment maintenance, and report mechanical issues. Maintain accurate activity logs, material usage records, and daily equipment reports. Provide guidance and on-the-job assistance to less experienced staff, as assigned. Participate in after-hours emergency repairs, storm response rotations, and urgent field assignments. Safely operate City vehicles and equipment in compliance with safety procedures, confined space requirements (as applicable), and traffic control standards. Perform other duties of a similar nature and level, as assigned.
Division-Specific Duties:
Streets Division Operate heavy equipment for roadway grading, asphalt patching, crack sealing, surface repair, and concrete preparation. Perform excavation, trenching, backfilling, and finish grading for sidewalks, curbs, gutters, cross gutters, and curb ramps. Load, haul, and transport materials using dump trucks, water trucks, and loaders. Support paving and compaction for asphalt repair and rehabilitation. ROW Division Operate graders, loaders, and skid steers for shoulder grading, drainage channel maintenance, and unpaved roadway upkeep. Perform vegetation removal, slope maintenance, and erosion repair. Support irrigation trenching, minor concrete work, and debris clearing within LMAD, DFAD, MAD, and CFD areas. Traffic Operations Division Operate striping preparation equipment, including paint sprayers, walk-behind applicators, curb painting tools, grinders, and pavement surface preparation equipment. Assist with the setup, support, and basic operation of long-line stripers, thermoplastic applicators, and other specialized pavement marking equipment, when trained and authorized. Load, haul, and stage traffic marking materials and equipment. Perform basic site preparation and cleanup for marking and signage projects.Education and Experience:
High school diploma or GED equivalent, and two (2) years o f experience in public works, general construction, road construction, or underground utilities with experience in equipment operation and repair and/or long- line striping truck operations. License(s)/Certifications:
Must possess a valid California class "C" driver's license upon hire and maintain it throughout employment with the City of Victorville. Must possess a valid Class A or B commercial driver's license with air brake and tanker endorsements. Must obtain IMSA Signs and Markings Level 1 certification within one (1) year (if assigned to traffic division).Knowledge of:
Methods, materials, and equipment used in street and infrastructure maintenance. Operation, maintenance, and repair of light and heavy equipment. Traffic control practices, work zone safety, and trenching standards. Preventive maintenance techniques and basic mechanical troubleshooting. Recordkeeping and data entry in asset management or GIS systems. Safe equipment transport and field communication procedures.Skill and Ability to:
Operate light and heavy equipment safely and effectively. Perform basic maintenance and minor equipment repairs. Set up and maintain traffic control in compliance with safety standards. Complete work records and equipment logs using City software tools. Communicate effectively and follow technical instructions. Perform heavy physical labor in outdoor conditions. Apply safe work practices and promptly report safety concerns. (Must be performed with or without reasonable accommodation) Work is primarily performed outdoors on level, uneven, and/or slippery surfaces, with exposure to weather conditions such as wind, heat, cold, and rain. Positions in this class require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing, and performing repetitive motions. This is very heavy work, requiring exertion of more than 100 pounds of force occasionally (up to 1/3 of the workday), more than 50 pounds of force frequently (1/3 to 2/3 of the workday), and more than 20 pounds of force constantly (2/3 or more of the workday) to move objects. Incumbents may be exposed to machinery and moving mechanical parts, electrical currents, vibrations, and high noise levels, as well as environmental conditions such as temperature extremes, fumes, smoke, grease, odors, and dust. The incumbent must have the ability to see and hear within the normal range, with or without correction.
