LINEWORKER I OR II - PONCA CITY ENERGY LINE WORKER I/II
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
DEFINITION
To perform a variety of mechanical tasks involved in maintaining and repairing electrical power lines and installing and replacing transformers; and to perform a variety of technical tasks relative to assigned areas of responsibility.
DISTINGUISHING CHARACTERISTICS
Line Worker I- This is the entry level class in the Line Worker series. This class is distinguished from the Line Worker II by the performance of the more routine tasks and duties assigned to positions within the series. Since this class is typically used as a training class, employees may have only limited or no directly related work experience. Line Worker II- This is the full journey level class within the Line Worker series. Employees within this class are distinguished from the Line Worker I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, have prior experience.
SUPERVISION RECEIVED AND EXERCISED
Receives immediate supervision from the assigned Electric Plant Superintendent or higher-level line worker staff. Line Worker
I ESSENTIAL AND MARGINAL FUNCTION
STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
Perform a variety of tasks involved in constructing, maintaining and repairing electrical power lines, and
installing and replacing transformers.
Maintain and repair overhead and underground energized and de-energized high voltage lines; climb poles and use hot sticks, hand tools and other related equipment to perform maintenance functions; set electric poles.
Perform preventative maintenance functions on power lines; inspect and troubleshoot power lines; make repairs as necessary; ensure that tree limbs are removed from power lines.
Locate underground cables and lines; install underground splices; repair faults; use locator equipment.
Install and maintain oil circuit breakers and capacitors.
Adhere to safe work practices and procedures.
Must have acceptable attendance and work well with people.
Any specific requirement stated in the "offer of employment letter". As a public safety person, the line worker can be called out to different types of safety issues or emergencies and must report into work.
Marginal Functions:
Respond to public inquiries in a courteous manner; provide information within the area of assignment;
resolve complaints in an efficient and timely manner.
Install and maintain street lights; replace street light bulbs as requested.
Perform related duties and responsibilities as required.
QUALIFICATIONS
Knowledge of:
Tools, material and equipment needed to maintain and repair power lines, transformers and related electrical equipment.
Occupational hazards and standard safety practices. Must posses one or more of the following skills: Operational characteristics of electrical power lines, cables and transformers.
Methods and techniques of troubleshooting, maintaining and repairing power lines.
Performing tasks involved in maintaining and repairing power lines and meters.
Operate a variety of equipment in a safe and effective manner.
Understanding and following oral and written instructions.
Communicating clearly and concisely, both orally and in writing.
Establishing and maintaining effective working relationships with those contacted in the course of work.
Maintaining physical condition appropriate to the performance of assigned duties and
responsibilities which may include the following:
Walking, standing, or climbing for extended periods of time
Operating assigned equipment and vehicles.
Maintaining effective audio-visual discrimination and perception needed for:
Making observations
Communicating with others
Reading and writing

Experience:
One year of experience maintaining and repairing electrical equipment is desirable.
Training:
Must possess a high school diploma or GED. Supplemental training in electrical systems maintenance is preferred. License or Certificate Must possess a class C driver's license. Must possess valid Commercial Driver's License within 6 months of hire date.
WORKING CONDITIONS
Environmental Conditions:
Work in an outside environment; exposure to high voltage electrical equipment; exposure to heights.
Physical Conditions:
Essential and marginal functions require maintaining physical condition necessary for walking, climbing, crawling or standing for prolonged periods of time. Line Worker
II QUALIFICATIONS
In addition to the qualifications of the
Line Worker I:
Knowledge of:
Operational characteristics of electrical power lines, cables and transformers.
Methods and techniques of troubleshooting, maintaining and repairing power lines.
Required Skills and Competencies:
Independently perform tasks involved in maintaining and repairing power lines and meters.
Interpreting and explaining City policies and procedures.
Operating a variety of equipment in a safe and effective manner.
Working independently in the absence of supervision. When assigned as the
Substation Apparatus Technician:
Essential Functions To maintain all skills, knowledge, and qualifications prerequisite for the Lineworker II position, and to augment other Line crews when needed.
Maintain and repair electrical, mechanical, and electronic Substation Apparatus, protective relaying equipment, controls, SCADA components and wiring, battery sets, oil-filled high voltage equipment, and other complex Electric Utility Apparatus using factory manuals, schematics, hand tools, and portable test equipment.
Inspect and troubleshoot specialized Electric Utility Apparatus, perform preventative maintenance tasks on existing equipment, construct, connect, and test new or modified Substation Apparatus, interact with contractors to test, install, or repair complex Apparatus.
Exhibit self-direction and the willingness to assume responsibility for costly and critical equipment by performing needed maintenance in a timely, cautious, careful, and professional manner.
Demonstrate an ability and willingness to learn new maintenance, testing, repair, and protective relaying and control systems theory and practice by studying manuals and applications books, by attending classes and seminars, and seeking guidance where needed.
Maintain documentary records of protective relay and control schemes by carefully using, checking, filing, creating, and modifying schematics, equipment manuals, and other documentation as needed.
Adhere to safe work practices and procedures and instruct and oversee safe work practices and procedures for others less familiar with Substation Apparatus and conditions.
Must exhibit conscientious, careful, and highly quality oriented work practices to minimize risk of mis-operation, misinterpretation, or mistake while working with complex and costly equipment and critical loads or sources.
Develop and maintain requisite computer literacy to understand, operate, and create settings programs and files for microprocessor-based relaying equipment, and to demonstrate the facility to perform internet-based research. 11. As a public safety person, the line worker can be called out to different types of safety issues or emergencies and must report into work. Marginal Functions Interact with personnel performing similar tasks at neighboring Utilities at shared or common facilities; acquire knowledge of resources available within neighboring Utilities and nearby contractors.
Keep abreast of new developments, products, techniques, and procedures used for similar tasks elsewhere.
Interface with other line workers to assist communication of Substation Apparatus procedures, constraints, and policies from Management, and Substation Apparatus preferences, problems, and practices to Management. Experience:
Two years of responsible experience maintaining and repairing electrical power lines or related systems.
Education:
