I. JOB SUMMARY
Performs advanced supervisory maintenance and construction work in the canning plant operations. Work involves overseeing maintenance and construction staff involved in the installation, care, and repair of state facilities and equipment; and assigning and supervising the work of others. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS A.
Oversees and participates in the implementation of the preventative maintenance program for canning plant equipment and facilities; and participates in the execution of program analyses for the internal control structure of the canning plant. B. Prepares estimates of work hours, materials, and resources required for projects; initiates requisitions for materials and supplies; ensures adequate inventories of expendable items; participates in budget preparation; prepares reports and maintains records of repairs; and oversees the maintenance of record keeping and filing systems. C. Ensures safety and security practices are implemented and maintained; oversees and conducts monthly safety meetings for employees and inmates; and instructs employees and inmates in the canning plant policies and procedures. D. Assigns and supervises the work of others; and provides training in the repair and maintenance of the canning plant equipment. E. Assists in maintaining security of assigned inmates. Performs a variety of marginal duties not listed, to be determined and assigned as needed.
III. MINIMUM QUALIFICATIONS A.
Education, Experience, and Training 1. Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Industrial Technology, Management, or a related field preferred. Each year of experience as described below in excess of the required one year may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis. 2. One year full-time, wage-earning general mechanics experience involving the repair and maintenance of mechanical and electrical operated equipment or graduation from a technical school accredited by the CHEA or the USDE with a certificate(s) in the field of industrial plant operations or maintenance and three years full-time, wage-earning general mechanics experience involving the repair and maintenance of mechanical and electrical operated equipment. 3. Experience with food processing equipment preferred. 4. Experience with Westinghouse and Square D 460 V or equivalent systems preferred. 5. Experience in the supervision of employees or inmates preferred. B. Knowledge and Skills 1. Knowledge of the operations, maintenance, and repair of mechanical, electrical, hydraulic, pneumatic, welding, and steam and water plumbing systems. 2. Knowledge of inventory management to include procurement, stocking, sales, and control methods. 3. Knowledge of safety procedures and applications to include the management of hazardous materials. 4. Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred. 5. Skill to communicate ideas and instructions clearly and concisely. 6. Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public. 7. Skill to interpret and apply rules, regulations, policies, and procedures. 8. Skill in problem-solving techniques. 9. Skill in the use of computers and related equipment in a stand-alone or local area network environment. 10. Skill to prepare and maintain complex records and files in an automated system. 11. Skill in the use of metallurgy/welding techniques to include mig, stick, and oxygen/acetylene for the repair and limited fabrication of equipment. 12. Skill to diagnose equipment mechanical problems and instruct the proper repair. 13. Skill to train and supervise the work of others.
IV. ADDITIONAL REQUIREMENTS WITH OR WITHOUT REASONABLE ACCOMMODATION A.
Ability to walk, stand, sit, crawl, twist, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 15-44 lbs., perceive depth, operate a motor vehicle, and operate motor equipment. B. Conditions include working inside, working around machines with moving parts and moving objects, working around moving objects or vehicles, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, excessive heat, humidity, excessive or intermittent noise, grease, oils, solvents, slippery or uneven walking surfaces, working on ladders or scaffolding, vibration, and traveling by car, van, bus, and airplane. C. Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, industrial food processing equipment, personal protective equipment, hand and power tools, welders, pumps, forklifts, ladders, motors, electrical systems, air, gas, water, and steam plumbing systems, pressure vessels, diagnostic shop tools, ohm meter, testing equipment, dolly, and automobile.
