Job Description

Summary The Battle Creek VA Medical Center is Recruiting for a Management and Program Analyst for Business Operations Service (BOS). The primary purpose of this position serves as an integral role for the service to closely monitor the productivity, accuracy, and efficiency within Business Operations Service (BOS).
Responsibilities Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The primary purpose of this position serves as an integral role for the service to closely monitor the productivity, accuracy, and efficiency within Business Operations Service (BOS). Incumbent serves as BOS Senior Staff analyst, evaluator, and advisor providing objectively based information for decision-making on the administrative and programmatic aspects of BOS operations to the Chief and other senior leaders within the Medical Center, VISN, and the Veterans Health Administration (VHA). BOS comprises the following programs and operational units: Ambulatory Care Health Information Management Section (HIMS) Call Center Urgent Care Enrollment & Eligibility Compensation and Pension Veteran Outreach Duties include but not limited to: Maintains continuity of functions and provides full Incumbent must have the ability and resourcefulness to engage in analytical, financial, statistical, and quantitative problem solving and analysis during normal tours of duty to clinical and administrative Medical Center staff. Responsible for achieving management objectives and supporting the decisions of management in carrying out duties and provides technical knowledge of mathematical procedures, quantitative, statistical and analytical methodologies, and an understanding of accounting procedures and principles. Responsible provide orientation and situational and technical advice to administrative Medical Center staff and individuals needing an understanding of common financial analysis techniques, including budget projection and forecasting. Assists Medical Center staff with knowing information in the subject of staffing and manpower utilization, to the extent that useful reports and/or studies can be generated to support existing cost and financial data for senior level management. Directly intervenes when problems occur utilizing a wide knowledge of all Medical Center administrative principles, theories and practices is required, as well as skill in applying this knowledge to the position and problems encountered on the job. Must be able to represent the Medical Center effectively to outside groups, survey teams, vendors, etc. Must have the ability to write clearly and concisely the documents and reports necessary for the job. Must have the ability to communicate effectively on paper and by word of mouth. Develops recommendations for program officials and supervisors and strives to have viable recommendations accepted by operating components; such recommendations are typically within staffing actions and utilize the following systems and/or offices, but not limited to, the Consolidated Classification Unit (CCU) consultations, Job Opportunity Announcements (JOA) for USA Staffing postings, Human Resources.

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:

Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Must have knowledge, flexibility and experience to interface with individuals at all levels of the medical center, including clinical and administrative services. Must be able to represent the Medical Center effectively to outside groups, survey teams, vendors, etc. Must have the ability to write clearly and concisely the documents and reports necessary for the job. Must have the ability to communicate effectively on paper and by word of mouth. Incumbent must have firm knowledge of the operations of the Medical Center's administrative and clinical functions.
