Responsible for the executive leadership, strategic direction, and administrative oversight of the City's Solid Waste Division. This position ensures the efficient, compliant, and cost-effective delivery of residential and commercial solid waste services, including refuse collection, recycling, bulk waste, and disposal operations. Work involves policy development, budget management, performance monitoring, and coordination with internal departments and external stakeholders.ESSENTIAL DUTIES AND RESPONSIBILITIES
Provides leadership and direction for all solid waste operations, including residential and commercial services. Establishes division goals, performance standards, and operational policies aligned with City objectives. Develops and manages the division budget, including operational expenditures and capital planning (fleet, equipment, infrastructure). Oversees service delivery performance, including route completion, customer service levels, and complaint resolution trends.Coordinates with:
Fleet Division on vehicle readiness, lifecycle planning, and downtime mitigation GIS on route optimization and service mapping ERP/Finance on billing accuracy and service alignment Communications on public messaging and service updates Ensures compliance with all applicable federal, state, and local environmental and safety regulations. Provides executive-level reporting to the Director of Public Works and City leadership. Oversees vendor and contract management related to solid waste services and disposal. Evaluates division operations and implements continuous improvement initiatives. Approves major operational changes, emergency service adjustments, and resource allocations. Represents the City in meetings with regulatory agencies, community groups, and external partners.QUALIFICATIONS

Bachelor's degree in Public Administration, Business Administration, Environmental Science, or related field (preferred) Seven (7) to ten (10) years of progressively responsible experience in solid waste or public works operations Minimum three (3) years in a leadership or management roleREQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Valid Florida Driver License required Class "B" CDL preferred or ability to obtain within a specified timeframePREFERRED CERTIFICATES, LICENSES, REGISTRATIONS
