Job Description
Develop, organize, administer and supervise all activities in the Business Revenue Office. This involves collection and distribution of all sales, use, rental, lodging and tobacco tax in accordance with applicable laws. Assist CFO and County Manager by providing timely financial information, audits internal and external, and assisting in finance department as needed. Duties and Responsibilities Directs the collection, receipt, deposit and distribution of sales, use, rental, lodging and tobacco tax and prepare all necessary monthly financial information for the accounting department. Develops and maintains audit program and procedures as well as supervise audits performed within Business Revenue Office. Prepares and maintains spreadsheets, documentation, audit letters, preliminary and final assessments, payment schedules and correspondence concerning audit follow-up and legal issues. Researches tax issues and pursue continuing education regarding tax issues. Provides leadership and direction for employees; selects, assigns, conducts performance reviews and monitors paid time off. Creates and review procedures and documentation for delinquencies, bankruptcies and legal cases. Reconciles and record on-line tax payments as well as updating procedures for on-line tax payments. Plans, develops and implement department goals, objectives, and strategies. Attends meeting, conferences and training session and reviews publications and audio visual materials to become and remain current on principles, practices and new developments in assigned work areas. Exchanges tax information with local government agencies and other state revenue agencies. Develops forms and procedures to expedite work flow, initiates request for software system changes, and adapts departmental procedures to change resulting from new tax legislation and/or court rulings. Attends court proceedings and provide documentation to the court and county attorney. Conducts site visits with the Tax Compliance Officer. Maintains & monitors tax exemption certificates, preservation of tax returns and any and all financial documents. Verifies, researches, approves and monitors tax payer payment plans, refunds and monitors economic development incentives. Prepares and files various Federal reports and/or forms as required. Executes agreements for Voluntary Disclosure and monitors them. Maintains the departmental records & destruction according to State laws. Reviews, researches and calculates refunds for the department. Monitors newspapers and other sources of information to identify new businesses that should be remitting sales tax. Conducts performance appraisals and handles any disciplinary action that may be needed. Interviews and hires new employees. Plans, develops and implements departmental budget. Performs all duties in a safe and efficient manner. Performs all duties as assigned by supervision.
MINIMUM REQUIREMENTS
Bachelor Degree in Accounting, Finance or Public Administration from an accredited institution. Five years of progressive accounting experience. Valid driver's license.PREFERRED REQUIREMENTS
Two years work experience supervising hourly and salaried workforce. Certified Public Accountant. Master's Degree in Accounting, Finance or related field from an accredited institution. Certified Revenue Examiner or Certified Municipal Revenue Officer.WORKING CONDITIONS
Work is performed in an office environment and automobile travel within the county is required.PHYSICAL REQUIREMENTS
Work is sedentary in nature involving sitting, occasional standing, walking and lifting less than ten pounds.EXAMINATIONS
