Job Description

The City of El Mirage is seeking an experienced Utilities Project Lead to oversee the planning, coordination, and execution of utility projects. The successful candidate will lead cross-functional teams, monitor project schedules and budgets, coordinate with internal and external stakeholders, and ensure projects are delivered safely, on time, and within scope. This role requires strong project management skills, technical knowledge of utility systems, and the ability to drive multiple projects simultaneously while maintaining compliance with regulatory and safety standards.
New Hire Salary Range:
$34.12 - $37.96 per hour Salary range: $34.12 - $47.77 per hour

The City' s mission is to enhance the quality of life through leadership, partnerships, and the efficient delivery of outstanding service to our diverse community This is the third level in a four-level Maintenance and Operations—Utilities classification series. Positions at this level serve as leads in the operation and maintenance of the City's water, wastewater, or meter systems, and related infrastructure, and/or are responsible for overseeing and coordinating technical utility projects and programs. Employees in the classification perform advanced technical duties, provide guidance to field staff, support project planning and implementation, and ensure work is completed safely, efficiently, and in compliance with applicable standards and regulations.

POSITION SPECIFIC DUTIES
Coordinates and oversees utilities projects related to collection system operations and maintenance, water production-distribution system operations and maintenance, and/or wastewater treatment plant operations, and participants in the same, as assigned. Oversees emergency utility repairs by coordinating crews, contractors, and resources to ensure timely and safe restoration of services. Monitors project schedules, budgets, and crew work progress; identifies issues and recommends corrective actions. Prepares project updates, reports, and presentations for supervisors, management, and stakeholders. Assist with cost estimates, tracking, invoices, and financial or regulatory reporting related to projects. Oversees project and program parts and equipment inventories, ensuring appropriate stock levels, and orders required parts, tools, and equipment to support ongoing operations and project activities. Trains lower-level staff in work processes and methods. Performs quality assurance review on work performed by others and makes corrections. Operates and troubleshoots process equipment as assigned. Operates a motor vehicle. Inspects, repairs, and calibrates equipment. Works with contractors and vendors and coordinates project schedules or repairs/installations. Monitors work order information and updates records. Reads and interprets technical manuals and instructions. Enters data and maintains logs and records. Provides customer service. Performs related work as assigned.

Education and Experience:
High school diploma or GED and 4 years of wastewater collections/treatment or water production/distribution system experience; or any equivalent combination of directly related education and experience;
Certifications/Licenses:
Arizona Class D Driver's License. ADEQ Water Distribution or Wastewater Collection Grade 1 certification at the time of appointment and ADEQ Water Distribution or Wastewater Collection Grade 2 certification within 6 months of appointment. Arizona Class A Commercial Driver's License (CDL) with tanker endorsement within 12 months of hire. Safety Sensitive Assignment(s): Utilities Operator, Lead
