Originally founded by U.S. Army veteran and master electrician Joe Padilla, the company has grown under the leadership of Harley Padilla, significantly expanding its trade capabilities and service areas. Specializing in electrical, civil, concrete, and structural work, PEB is a dual-licensed C-10 and Class B contractor committed to delivering quality solutions with fewer subcontractors, tighter schedules, and seamless execution. Trusted by top-tier clients like Southern California Gas Company and Siemens Energy, PEB builds and maintains the infrastructure that powers Southern California. The company is a proud IBEW signatory, State Certified MBE, and prequalified with ISNetworld, Veriforce, and Ariba. Key Responsibilities Provide executive-level field leadership for gas and oil utility construction projects Oversee multiple projects, crews, foremen, and field superintendents simultaneously Manage day-to-day operations including scheduling, manpower planning, equipment coordination, and production tracking Ensure all work is completed safely, efficiently, on budget, and in compliance with company and client standards Coordinate directly with project managers, estimators, executives, inspectors, utility representatives, and customers Lead planning and execution for: Underground utility installation Gas distribution and transmission work Pipeline construction and replacement Civil excavation and restoration Utility relocations and emergency response work Review drawings, specifications, schedules, and utility standards Monitor project progress, identify risks, and implement corrective actions proactively Drive accountability and performance among field leadership teams Participate in project forecasting, budgeting, and operational planning Conduct site walks, safety audits, production meetings, and client meetings Mentor and develop foremen and upcoming field leaders Support estimating, preconstruction planning, and constructability reviews when needed Maintain strong relationships with utility owners, municipalities, inspectors, and contractors Qualifications 10+ years of experience in gas and/or oil utility construction 5+ years in a senior superintendent or executive field leadership role Strong background managing large-scale underground utility or pipeline projects Extensive knowledge of: Gas utility systems Pipeline construction methods Excavation and shoring Utility safety requirements Restoration and paving coordination Proven ability to manage multiple crews and projects simultaneously Strong leadership, communication, and organizational skills Ability to read and interpret plans, specifications, utility standards, and schedules Experience coordinating with utility companies, municipalities, and inspectors Strong understanding of OSHA requirements and utility safety protocols Experience with production tracking, forecasting, and manpower planning Valid driver's license and ability to travel to job sites as needed Preferred Qualifications Experience with union labor environments Utility company experience (SoCalGas, PG&E, SDG&E, etc.)
