Job Description
This is an administrative and technical position responsible for the management of the Reclaimed Water Treatment Plant, lift stations, reclaimed water augmentation system including storage, pumping and related facilities to meet federal and state regulatory requirements. This position also includes the operational & administrative management of the Reclaimed Water Operations Division which includes the responsibility of planning, training, organizing, directing, maintaining the uninterrupted flow of operations at the treatment plant and all remote facilities and preparing reports to regulatory agencies. Those functions actually required to perform this position, the removal of which would fundamentally change the job. These are intended only as illustrations of various types of work performed. Manage reclaimed water treatment plant operations including maintenance, electrical, and electronics functions and staff of the Reclaimed Water Production Division. Responsible for managing assigned projects at the reclaimed water treatment plant and associated facilities citywide. Responsible for mentoring, discipline, safety, and training of staff. Prepare, monitor, and execute operating capital budgets and asset management plan for the Division. Develops, Directs, and Maintains all administrative record keeping, clerical functions, routine accounting, and inventory control for the Reclaimed Water Production Division. Plan, Manage, and Direct process modifications. Develop and implement initiatives supporting treatment processes and facilities improvements. Prepare bid specifications and assist in bid pack submission as necessary. Plan, develop, manage, and coordinate educational initiatives to meet plant operator's regulatory requirements and professional development needs. Direct the monitoring, maintenance and control of the reclaimed water quality at the treatment plant and throughout the reclaimed distribution system. Plan, organize and direct the uninterrupted operation of a complex treatment plant, pumping stations, storage tanks, etc. to maintain operations within permit parameters. Ensure accuracy of production figures through monitoring, meter calibration maintenance, and remedial action to correct discrepancies. Inspect plant equipment as necessary and order operating supplies and equipment as necessary. Develops and implements policies and procedures dealing with operational or maintenance matters, safety, public relations, etc. Prepare annual reports, program analysis and management objectives. Adheres to the monitoring and reporting requirements established by the Florida Department of Environmental Protection, US EPA and St. Johns River Water Management District. Prepare reports to Department Head, local, State and Federal regulatory agencies. Act as direct liaison between the City and the public and regulatory agencies. Prepare Annual SERC Tier II report for East Central FloridaRegional Planning Council and State Emergency Response Commission. Check chemical inventory to ensure that there are the proper amounts of chemicals on hand to operate the plant and order asneeded. Develop, direct, and maintain all administrative record keeping, clerical functions, routine accounting, and inventory control in electronic & paper format for the Reclaimed Water Operations Division. Attend work promptly and regularly. Ensure safety policies and procedures are enforced and updated. Perform related work as required. These additional duties may be representative of tasks typically performed by those in a lesser or more advanced job grade. This position is part of the City's Emergency Management Team and, as such, shall be expected to perform all duties that are assigned during an emergency management operation. Any additional compensation, above the normal salary shall be outlined by the City Manager in the City's Emergency Management Activation and Emergency Declaration. Failure to appear to perform emergency management assignments and to work assigned shifts as scheduled by the City's Emergency Management personnel or individuals designated by the City Manager to assign such functions will result in disciplinary action up to and including termination.
SUPERVISORY RESPONSIBILITIES
Carry out supervisory responsibilities including interviewing, hiring, and training new employees; planning, assigning, directing and reviewing work; mentoring, motivating, coaching and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems in accordance with the organizations policies and applicable laws. Directly supervise subordinate supervisors in the Reclaimed Water Operations Division, as well as provide guidance, assistance, and/or interpretation regarding procedures and standards. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions Education and Experience Bachelor's Degree in Environmental Science, Business Administration, Public Administration or related field. A comparable amount of education, training or experience may be substituted for the minimum requirements. Eight (8) years' experience in the operation of an Advanced Complex Reclaimed Water Treatment Facility of which Five (5) years must be in a supervisory capacity. Certifications, Licenses, and Registrations State Certificate Class A Wastewater Treatment Plant Operators License from the Department of Environmental Protection (DEP) in area of appointment. Acquisition of 2.0 Continuing Education Units biannually to maintain state certification. Valid Florida Driver's License. Knowledge of the standard practices of operating an Advanced Complex Reclaimed Water Treatment Facility and all pump stations. Basic knowledge and understanding of the principles of accounting. Knowledge of grant procurement and execution. Ability to conduct meetings and training sessions. Knowledge and abilities in the practices and principles of project management. Knowledge of chemicals and laboratory procedures for reclaimed water operations. Ability to read, analyzes, and interprets work related documents. Ability to identify problems and review related information to develop and evaluate options and implement solutions that are in accordance with laws, ordinances, and established principles. Ability to follow and interpret instructions furnished in various formats. Computer skills, including experience in software applications appropriate to this position. These include Microsoft Word, Excel levels I, II & III, Power Point, Outlook, Publisher, and Photo Shop.
