Job Description

POSITION SUMMARY
The Public Works Foreman is responsible for the supervision, coordination, and execution of all Public Works Department operations, including water treatment and distribution, wastewater collection and treatment, streets, stormwater infrastructure, parks, facilities, and municipal grounds. This position directs the daily activities of Public Works personnel, establishes work priorities, ensures compliance with safety and regulatory requirements, and participates in the operation, maintenance, repair, and construction of Village infrastructure. The Foreman serves as the lead field supervisor and is responsible for ensuring that projects and maintenance activities are completed safely, efficiently, and in accordance with applicable standards and regulations. In the absence of the Operator of Record (ORC), the Foreman shall serve as the designated backup Operator of Record and assume responsibility for the operation and regulatory compliance of the Village's water and wastewater systems.
KEY RESPONSIBILITIES
  • Maintenance & Equipment Care:
    Oversee and perform routine maintenance on plant machinery, including lubrication, oil changes, and minor repairs to pumps, motors, and valves. Assist in the upkeep of wells, booster stations, and lift stations.
  • Sewer & Water Line Maintenance:
    Oversee and assist with repairing sewer and water lines, flushing manholes, and cleaning catch basins. Perform manual labor on system repairs as needed.
  • Street & Roadway Maintenance:
    Oversee and assist with street repairs, pothole patching, crack sealing, and resurfacing. Operate heavy equipment and handle emergency street issues.
  • Park & Grounds Maintenance:
    Oversee and assist with park maintenance, including landscaping, mowing, trimming, planting, and ensuring public areas are clean and safe.
  • General Facility Maintenance & Landscaping:
    Oversee and assist with routine maintenance of facilities, plumbing, and landscaping, including seasonal planting and irrigation upkeep.
  • Water & Wastewater Operations:
    Oversee and assist daily operations of water and wastewater treatment, monitor equipment, record data, and manage chemical additions to ensure proper treatment. Act as the backup operator of record in the absence of the operator of record.
Emergency Response & On-Call Duties:
Participate in a rotating on-call schedule and respond to after-hours emergencies, including water main breaks, sewer backups, equipment failures, weather-related incidents, and other public infrastructure emergencies. Be available to work evenings, weekends, holidays, and extended hours as required to maintain essential public services and respond to emergency situations. Coordinate and direct emergency response activities involving Public Works personnel, contractors, and outside agencies as necessary.
MINIMUM QUALIFICATIONS
  • High School Diploma or Equivalent.
  • Class B CDL with tanker endorsement.
  • 7+ years of experience in municipal operations or a related field.
  • OEPA Class 1 Water Supply. (Preferred)
  • OEPA Class 2 Wastewater Treatment.

COMPENSATION & BENEFITS
The current pay is $25.98 to $34.80 hourly, plus an excellent benefits package including but not limited to 100% employer paid health insurance, life insurance, and short term disability. Paid leave including accrued sick leave, vacation leave, and holiday leave. As well as enrollment in the Ohio Public Retirement System (OPERS) pension program.
