GENERAL DESCRIPTIONThis position will assist with operation of water and wastewater systems across the State Park System. This position will support utility plant operators at park sites.

Under the direction of the State Parks Texas Commission of Environmental Quality (TCEQ) Coordinator, this position performs moderately complex (journey-level) project management work. Responsible for performing support and backup duties assigned for water utility management and wastewater disposal operations in accordance with Texas Commission on Environmental Quality (TCEQ) rules and regulations. Performs for all phases of maintenance and repair to water and wastewater treatment systems throughout Texas State Parks. This includes the water distribution and wastewater collection systems. Ensures all Texas Parks and Wildlife Department (TPWD) and Texas Commission on Environmental Quality (TCEQ) reports are prepared accurately and submitted on time. Comply with all TCEQ rules. Assist with TCEQ plant inspections and permit renewals. This position could be assigned to run the utilities systems at a park until a permeant operator can be hired. Preforms grounds maintenance at plants, irrigation fields and lift stations. Preforms annual inspections on meters and backflow preventors. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Comply with all Agency, Division and Branch rules, regulations and procedures.
NOTE:
This position may be required to stay in a supplied travel trailer at a park location for several months at a time to provide support with utility plan operations at park sites across the state.
Qualifications:
MINIMUM QUALIFICATIONS
Education:
Graduation from High School or GED.
Experience:
Four years of facility, equipment, or grounds maintenance experience.

Four years' experience working directly with Water and/or Wastewater operations.
NOTE:
Experience may have occurred concurrently.
Licensure:
Applicant must possess a valid State driver's license.

Current Class "C" or higher Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ);Current Class "C" or higher Surface Water license issued by the Texas Commission on Environmental Quality (TCEQ).
NOTE:
Retention of position contingent upon obtaining and maintaining required licenses and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction
PREFERRED QUALIFICATIONS
Education:
Graduation from an accredited college/university with an associate's degree in water/wastewater technology or closely related field.
Experience:
One year experience working directly with permitting rules and regulations as it pertains to Water and/or Wastewater operations.
KNOWLEDGE, SKILLS AND
ABILITIESKnowledge of general maintenance and custodial duties;Knowledge of facility, equipment and grounds maintenance repairs and techniques;Knowledge of TCEQ rules and regulations on the proper operation and performance standards for water distribution systems and water treatment systems;Knowledge of basic plumbing, carpentry and electrical repairs to buildings, facilities and grounds;Skill in using MS Word, Excel, and Outlook;Skill in effective verbal and written communication;Skill in basic report writing and development and maintaining records;Skill in using hand and power tools, mowers, trimmers, chain saws, tractors, vehicles, generators and other mechanical equipment;Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts;Skill in facility, equipment and grounds repair programs and techniques;Ability to work effectively and courteously with the public;Ability to work independently with little or no supervision;Ability to work effectively as a member of a team in a fast-paced environment;Ability to follow park rules and regulations;Ability to follow TCEQ rules;Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.;Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONSRequired to work hours other than 8:00 a.m. to 5:00 pm with days off other than Saturday, Sunday and holidays.

Required to perform work outdoors, occasionally in adverse weather conditions.

Required to perform manual labor including lifting supplies and materials up to 50 lbs.;Required to operate a State vehicle.

Required to travel 80% with possible overnight stays;Required to possibly stay at park (in Furnished Travel Trailer) for extended periods of time;Must conform to TPWD dress and grooming standards, work rules, and safety procedures;Non-smoking environment in State buildings and vehicles.
