SUMMARY:
This position works with considerable technical independence under the direction of the Water Distribution Manager. The position works very closely with the Water System Manager and Utility Manager in achieving the safe, effective and efficient operation of the City of Ephrata's Municipal Water System. This system shall include any existing or extensions of City water lines, wells, valves, pumps, reservoirs, and telemetering/SCADA, etc. This is a working foreman position, with duties that involve planning, scheduling, directing, participating, and evaluating the operational, construction, and maintenance activities of the Water Department. These duties include establishing work procedures and schedules; purchasing supplies and equipment; maintenance of the system; ensuring compliance with personnel policies and procedures; and informing the public about water system function. This position assists with the routine maintenance and operation of the City's water system using experience, knowledge, and a strong work ethic. Assignments are received in writing or orally or according to an established preventive maintenance schedule. Work performance is reviewed by the Public Works Director along with the Water Distribution Manager for the quality of operation and maintenance work performed. SUPERVISION RECEIVED AND EXERCISED
Work is performed under the general guidance of the Water Distribution Manager. The employee works independently in administering a complex area of responsibility and confers with their supervisor for professional advice. Professional discretion is required in applying general goal and policy statements, in the development of recommendations, policies, and procedures, and in resolving system problems. Work is accomplished within a broad framework, with authority and responsibility in the area of service. Periodic reviews of work performance are conducted in terms of expected results.
EXAMPLES OF DUTIES

Ensures the efficient operation of deep wells, performs routine tests for chlorine residuals and calculates required chlorine application quantities for disinfection of facilities, take water samples, constantly monitors system for any potential health hazards and mechanical failures Operates specialized equipment such as; backhoe, dump truck, street sweeper, flusher, snowplow, sander, snow blower, jackhammer, loader, pipe threaders, pumps, and other Public Works equipment Works in concert with the Water Manager, Public Works Director and City Engineering team in the design and layout of water line projects Installs water services and may provide rereads on utility customer accounts Assumes supervisory duties in the absence of the Water Distribution Manager May help provide information and technical expertise for bidding documents, including inventory for projects as well as inventory for normal repairs Performs maintenance serves on the city's water infrastructure, including cleaning, disinfecting, repairing and patching water reservoirs Works with the water telemetering systems on proper function, ensuring they are recording data for reports Works closely with customer service staff to address complaints and concerns regarding water quality Works on water mainline and service construction including the installation of pipe, fittings, valves, and hydrants. Drives water truck to flush sewer lines, repair storm and sanitary sewer lines, clean storm system, and unplug sewer lines using a high velocity sewer jet & vacuum Assists in meter repair and replacement of existing meters, meter testing, and meter cleaning Cleans, disinfects, repairs, and patches reservoirs Reads meters for monthly billing May from time to time perform a full range of ground maintenance tasks; mow, rake, edge, sweep, prune, irrigate, and fertilize. May occasionally assist in location and burials at city cemetery, while maintaining an appropriate level of respect and dignity Drive dump truck, spreading sand and gravel; assists in constructing and repairing curbs, gutters, and sidewalks; shovel asphalt paving mix to repair streets Performs routine painting, maintenance, and minor repairs on equipment, facilities, and buildings Assist all other City Departments as needed Supervise and instruct seasonal workers Perform other duties as assigned
QUALIFICATIONS
Knowledge of:
Office procedures, including effective filing and accurate record-keeping techniques Guidelines and requirements for water quality under federal and state law as well as City ordinances and policies/procedures Principles of organization, administration, supervision, and personnel and office management Basic understanding of municipal budgeting and related processes Codes, ordinances, resolutions, and laws affecting the operations of the Public Works Department Ability to: Effectively communicate clearly, tactfully, and courteously Develop and maintain positive, effective working relationships with coworkers, supervisors, elected officials, partnering municipalities, and the public Work independently, prioritize conflicting work assignments, and meet deadlines Exercise independent judgment within established procedures Apply policies and procedures Demonstrate strong organizational skills and strict attention to detail and process Use calendar, word processing, and other basic office computer software effectively Provide back up and vacation/illness relief for Public Works, including all relevant assignments of the different departments. Define problems, collect data, establish facts, and draw valid conclusions Maintain self-control and professional attitude when dealing with hostile people or under adverse conditions
WORK ENVIRONMENT/PHYSICAL DEMANDS
Essential duties require the following physical abilities: Ability to stand, walk, and drive as needed throughout day Ability to lift up to 75 pounds regularly Ability to sit or stand for long periods, as necessary Ability to operate all Public Works vehicles, including mowers, tractors, backhoes, etc. Ability to physically access all City facilities sufficient to monitor programs and operations This position will be required to obtain special certifications Ability to monitor several audible communications devices throughout the day Ability to work around and with street and sewer-related chemicals This position works throughout the year in a wide variety of conditions, including but not limited to: During extended hours or emergency situations as required or shift work outside of regular business hours, including weekends During extreme weather situations including heat, cold, and extreme weather events Wearing personal protective equipment (PPE) as required or deemed appropriate Work in pipes, drainage ditches, and other uncomfortable locations
EXPERIENCE AND EDUCATION
Experience:
Any satisfactory equivalent combination of education and experience which demonstrates the ability to perform the above-described duties.
Education:
High School diploma, GED or equivalent.
LICENSES AND CERTIFICATES
Required High School Graduate, G.E.D., or equivalent Washington State Driver's License Washington State Certification of a Water Distribution Manager I or ability to obtain within eighteen (18) months. Washington State Commercial Driver's License or ability to obtain within 6 months. Class A driver's license highly preferred. Desirable Qualifications Flagging Certification or ability to obtain as scheduled, within a year most likely. First Aid/CPR Certification Equipment Operation Experience One year or more of experience in a similar position
