Ability to work with supervision, receiving instructions/feedback, coaching/counseling and/or action/discipline.Supervision/Management:
Plans, organizers, staff, directs, and controls the work of all state employees assigned to service and maintain all Kansas Air National Guard facilities at McConnell AFB and overview for our GSU/Smoky Hill Range ANG. Ensures supervision is provided in a fair and consistent manner and in accordance with all applicable personnel regulations/policies/procedures. Incumbent is responsible for the resolution of state personnel issues, the enforcement of state policies, time keeping, appraisals and the recognition and training of employees. Counsel employees to correct and/or improve performance, attitude, or productivity. Ensure all personnel are trained on SDS (Safety Data Sheets) and use all appropriate PPE (Personal Protective Equipment). Manages all ongoing maintenance and repair activities (via on-site employees or by contractors) necessary to sustain the mission at McConnell ANG and Smoky Hill National Guard Range GSU (Geographically Separated Unit). Ensures all facilities maintenance and custodial duties are conducted in accordance with all applicable service regulations and National Guard policies/procedures. Ensures all facilities and real property equipment are scheduled for maintenance or service to mitigate deterioration. Maintains status report on the condition of all facilities. Work and programmed work to be reviewed by supervisor quarterly to ensure facilities are adequately maintained. Failure to utilize funds available to maintain facilities will be considered less than satisfactory. This requires the ability to make plans for repairs as well as the ability to engage in long-term planning and prepare budgetary estimates relative to capital, personnel, and equipment costs. Incumbents will meet with dissatisfied customers to identify and resolve complaints. Advises the Base Facility Manager on optimum utilization of manpower and sustained equipment reliability, efficiency and modernization of major systems. Performs all State Procurement/Purchasing to include the appropriate approvals, documentation, communications and tracking utilizing iEMS, Spreadsheets, local and state procedures. Recommends major and minor, long- and short-term programming, repairs, improvements and consultations with the Base Civil Engineer (BCE) when BCE is in negotiations with design engineering firms.

Special knowledge, skills, and abilities: Must effectively communicate (both orally and in writing) technical information to senior military personnel, state personnel, other state Agencies, and commercial businesses to present critical aspects of a maintenance program in responses to data requests. Must have the ability to read, comprehend, and apply pertinent rules and regulations. Can establish and maintain effective working relationships with coworkers and representatives of other agencies or departments. Must have the ability to organize and clearly express information in concise written form. General trade knowledge (construction) and general building maintenance knowledge desired Overall comprehensive knowledge of Kansas National Guard functions and roles Knowledge of and two years' active experience with a commercial grade work order system Knowledge and skills in MS Office softwarePost-Offer, Pre-employment Requirements:
