Job Description
JOB Under the direct supervision of the Operations Manager, the Working Foreman is responsible for supervising daily highway maintenance and construction operations while ensuring adherence to safety standards, regulatory compliance, and efficient work practices. This position provides frontline leadership to field crews and serves as a key driver of the department's safety culture, work zone compliance, and incident prevention efforts.
EXAMPLE OF DUTIES
Leadership & Supervision Supervise and support highway crew members in daily field operations Monitor productivity and adjust work plans as needed Provide guidance, coaching, and performance support to crew members Participate in on-call rotation as assigned Project & Operations Management Ensure projects are completed safely, efficiently, and within established timelines and budget Coordinate equipment, materials, and staffing needs for operations Perform highway maintenance tasks, including operating trucks and snow/ice removal equipment Oversee proper setup and maintenance of work zones, including traffic control devices Safety Management Enforce all safety policies, procedures, and regulatory requirements Conduct accident investigations and complete all required documentation Conduct daily safety meetings and ensure proper use of PPE Identify unsafe conditions and take immediate corrective action Regulatory & Administrative Duties Work with Highway Staff on administering County permits (utilities, driveways, etc.) Certify employees in State Flagger Training Inspect and certify safety-related equipment used in vehicles and on grounds Maintain accurate records and documentation related to safety and compliance Participate in on-call rotation as assigned

The employee must be able to lift and carry up to 60 lbs. and occasionally lift and/or move 100 pounds. Specific vision abilities required by this job include close vision, color vision, distance vision, depth perception, peripheral vision and ability to focus.
