Job Description

The Office of Enforcement (OENF) is dedicated to ensuring regulatory compliance and protecting public and environmental interests through rigorous inspection programs, timely enforcement actions, and transparent oversight. The Office emphasizes proactive monitoring, consistent regulatory enforcement, and transparent reporting. Its operations are designed to uphold compliance standards, swiftly address violations, and maintain trust and accountability within Louisiana's regulated community. OENF consolidates all inspectors and enforcement staff into one office to maximize efficiency, consistency, and accountability. District inspectors, pipeline safety, UIC, coastal field services, and mining enforcement now operate under a unified structure that emphasizes cross-training, career progression, and consistent enforcement decisions. The office issues compliance orders, oversees damage prevention, and coordinates with Revenue, DEQ, and Wildlife & Fisheries for joint enforcement. Leveraging data analytics, automation, and tools like drones and sensors, OENF implements a proactive, risk-based enforcement model that prioritizes public safety while ensuring fair treatment of good operators. The incumbent of this position is responsible for providing administrative and technical support for oil and gas operations by processing and reviewing regulatory documents, maintaining accurate records, and coordinating approvals. An ideal candidate should possess the following competencies:

The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning. Three years of experience in mineral analysis; OR Six years of full-time work experience; OR A bachelor's degree.
EXPERIENCE SUBSTITUTION
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties:
This full-time Mineral Production Analyst 1, 2, or Specialist is located in the Orders Division within the Office of Enforcement in Monroe, LA. The duties include, but are not limited to, the following: Process Incoming/Outgoing Paperwork, locate well files pertaining to daily mail, examine and analyze required forms such as Completion, Well History, State Potential, and Apparent Deviations to ascertain accuracy of forms before submitting to the District Manager. Provide technical assistance and inform the public of regulations and general policies pertaining to the oil and gas industry. Contact oil and gas operators to receive data relative to all aspects of the oil and gas industry. Help the public and industry in resolving problems related to processing documents, reports, and work permits. Calculate and assign crude oil and natural gas allowables for all producing oil and natural gas wells in the Monroe District. Assures time is allocated to the proper accounts. Ensures DCE Safety Policies are followed. Develops and presents safety topics at required quarterly safety meetings. Prepare statistical reports utilizing Conservation Enforcement Agents' documents. Receive and process narrative reports from agents. Prepare a record of monies, checks, and cash collected daily from application fees, copy money, etc., in the Department of Conservation and Energy Accounts Receivable system. Prepares all records, secures necessary signatures, and archives them as required by policy for audit purposes. Performs all other duties as assigned.
