This position plays a critical leadership role in ensuring project quality, contract compliance, and successful field execution across mission-critical federal construction projects. The ideal candidate will have experience working within USACE, NAVFAC, DoD, or other federal construction environments and be comfortable operating in secure government and military settings. The QCM will work directly with project leadership, subcontractors, field personnel, architects, engineers, and government representatives to ensure all work is completed safely, efficiently, and in full compliance with project specifications and federal requirements. Responsibilities Implement and manage the Quality Control Program project in accordance with the Three Phases of Control methodology Prepare and maintain Daily Quality Control Reports, inspection logs, testing records, and project documentation Conduct preparatory, initial, and follow-up inspections to ensure compliance with plans, specifications, submittals, and approved materials Witness, document, and coordinate required testing of installed systems and products Read and interpret blueprints, drawings, specifications, and contract documents Coordinate directly with government personnel, subcontractors, architects, engineers, and project stakeholders regarding project quality and compliance Identify and resolve quality, constructability, and field coordination issues in real time Support project scheduling, progress tracking, and weekly work planning efforts Monitor field activities to ensure strict compliance with federal contract requirements and project standards Assist project leadership with documentation, reporting, and communication between field and office operations Maintain a clean, organized, and compliant project environment Travel to meetings and project-related activities as required Qualifications Minimum 5 years of experience in construction quality control, field supervision, or project management Bachelor's degree from an accredited school in engineering, architecture, or construction management is required Experience supporting federal agency, military, or government construction projects strongly preferred Current USACE or NAVFAC Construction Quality Management (CQM/CQC) Certification required OSHA 30 Certification required First Aid/CPR Certification preferred Experience with
EM385-1-1
safety standards preferred Secret Security Clearance preferred but not required Strong understanding of construction drawings, specifications, submittals, and federal compliance requirements Experience in mechanical HVAC, electrical, plumbing, or infrastructure systems preferred Proficiency with Microsoft Word, Excel, Outlook, Adobe PDF, and Windows-based systems required Microsoft Project, Procore, or other construction management software experience is a plus Excellent organizational, communication, and problem-solving skills Ability to work independently with limited daily supervision in a fast-paced construction environment Ability to communicate professionally with individuals at all levels, including government representatives and project stakeholders Ability to work outdoors and navigate active construction job sites in varying conditions Ability to recognize and proactively communicate onsite issues and project risks Valid driver's license required Ability to pass background screening and obtain access to secure federal facilities
