Job Description

Job Summary Phillip Cable MFR (PCM) is a ~60-person US defense contractor in Norcross, GA. We manufacture custom cable assemblies and wiring harnesses to exact military specifications for DLA, Army, Navy, and Air Force — government contracts where a nonconformance has real operational consequences. We are actively pursuing ISO 9001-2015 and AS9100 third-party certification. We are a focused, fast-moving shop where leaders own their domain without a corporate layer above them.
KEY RESPONSIBILITIES QMS
Ownership Serve as Management Representative for ISO 9001-2015 and AS9100 Rev D Own all QMS documentation: Quality Manual, controlled SOPs, work instructions, forms, and record retention Lead management review meetings (ISO Clause 9.3 / AS9100 Clause 9.3) and maintain minutes and action logs Build and maintain the internal audit schedule; execute audits across all relevant process areas Ensure all QMS processes are audit-ready at all times — not just before a registrar visit Certification Execution Complete AS9100 Rev D gap assessment within 30 days of start; present findings and roadmap to President Drive gap closure across production, procurement, warehouse, and QA Coordinate Stage 1 and Stage 2 audit scheduling with registrar; serve as primary point of contact Compile and maintain objective evidence packages for each AS9100 clause Own corrective action tracking through to verified closure before audit date Inspection Operations Perform incoming material, in-process, and final inspection on cable assemblies against contract drawings and
MIL-SPEC
requirements Provide full inspection coverage independently when QA Technician is unavailable — this is not optional Stamp and authorize government shipment release Review and approve all inspection records before they leave the department Nonconformance & CAPA Own the nonconformance process: identification, tagging, root cause analysis, corrective action, and verification Draft government Quality Notification rebuttal letters and Corrective Action Reports (CARs) Coordinate RMA and returned material disposition with Procurement Track and present nonconformance trends to leadership monthly; identify systemic issues before they become audit findings Team Development Manage one
QA Technician:
assign work, review inspection records, provide feedback, and develop their capabilities Ensure the technician can execute core inspection functions to your standard — not just follow a checklist Cross-train where feasible so inspection coverage is never a single-person dependency Cross-Functional Partner with Production, Procurement, and Warehouse to resolve nonconformances at the source rather than at final inspection Support new contract award QA planning: interpret CDRL requirements, review contract QA clauses, align SOPs Provide QA input on Division 2 (drone/robotics cable harnesses) product line development as it ramps
QUALIFICATIONS
Required Bachelor's degree in Engineering (EE, ME, Industrial, Manufacturing) — or 7+ years hands-on QA leadership in a precision manufacturing environment with no degree Minimum 5 years in manufacturing QA, with at least 2 years in a QMS leadership or Management Representative role Documented experience leading an ISO 9001 or AS9100 certification — meaning you personally drove gap closure, coordinated with the registrar, and were present at the Stage 2 audit Ability to read engineering drawings, schematics, and military specifications without assistance Proficiency with dimensional inspection tools, continuity testers, and cable assembly inspection methods Strong written communication: you will draft government-facing rebuttal letters and corrective action reports Demonstrated ability to manage inspection operations independently — no backup required Strongly Preferred AS9100 Rev D internal or lead auditor certification Experience in defense, aerospace, or cable/harness manufacturing specifically Working knowledge of MIL-STD-129, MIL-STD-2073, MIL-STD-454, or similar

CIS or CIT certification Prior experience as primary registrar contact through a full audit cycle Familiarity with
CMMC / NIST SP 800-171
quality implications (our CMMC L2 path is active) Experience selecting or implementing QMS software Vietnamese language proficiency (bilingual team environment)
