Job Description

About the Role National Contracting Services, LLC (NCS), a Louisville based federal general contractor, is seeking an experienced on-site Quality Control Manager for a road and highway project under the Federal Highway Administration / Central Federal Lands Highway Division (CFLHD) at Mammoth Cave National Park. This is a hands-on, project-duration role responsible for running the Contractor Quality Control (CQC) program and ensuring all work conforms to contract specifications, FHWA standards, and the approved Quality Control Plan. You will be NCS eyes on the ground, accountable for the three phase inspection process, materials acceptance, documentation, and the daily quality record that keeps the project compliant and audit ready. Key Responsibilities Implement and manage the project Quality Control Plan across all phases of construction. Conduct the three phases of control (preparatory, initial, and follow up) for each definable feature of work, and document each in the daily QC report. Oversee and verify materials sampling and testing (aggregate, asphalt, concrete, soils, compaction) and confirm certified test results meet specification. Review and track submittals, shop drawings, and material certifications for conformance before installation. Maintain complete daily QC reports, inspection records, test logs, and deficiency tracking through resolution. Coordinate with the
FHWA/CFLHD
project engineer and government inspectors, and support all government quality assurance activities. Identify nonconforming work, issue and close out corrective actions, and verify rework. Support certified payroll and Davis Bacon labor compliance documentation as it relates to QC records. Enforce contract requirements for environmental and resource protection consistent with National Park Service site conditions. Required Qualifications Current Construction Quality Management for Contractors (CQM-C) certification Demonstrated QC management experience on federal road, highway, or heavy civil projects (FHWA, CFLHD, or comparable agency experience strongly preferred). Working knowledge of FHWA standard specifications, materials acceptance criteria, and three phase inspection. Experience with asphalt paving, aggregate base, grading, drainage, and concrete work. Strong documentation discipline and familiarity with daily QC reporting and deficiency tracking. Ability to work on-site full-time for the duration of the project at a remote national park location. Preferred Qualifications Experience on National Park Service or other federal land management projects. Familiarity with CSI MasterFormat specifications and submittal review processes. Nuclear density gauge certification and current ACI or state DOT materials technician certifications. OSHA 30 hour construction certification.
