TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY) Plans and assigns the work of subordinate personnel involved in performing inspection of homes eligible for rehabilitation and/or weatherization funding under program criteria; assigns individual properties and reviews preliminary work write-ups, specifications and cost estimates prepared by subordinates; accompanies inspectors in the field to monitor work and provide assistance with unusual technical problems; reviews periodic activity reports of subordinates to ensure appropriate quantity and quality of work. Conducts pre-job conferences along with or without subordinate staff. Conducts final inspection of rehabilitation and/or weatherization work; insures that all completed work by contractors conforms to contract specifications; notifies contractor of non-compliance due to inferior materials or quality of work; authorizes final payments to contractor for satisfactory work. Reviews, negotiates, and approves change orders. Meets with homeowners and contractors to resolve disputes regarding rehabilitation and/or weatherization work and interpret specifications and standards; negotiates with individual contractors for rehabilitation bids that are within program funding limits; meets with community groups and representatives to discuss rehabilitation program activities and resolve problems pertaining to work conducted in their community. Instructs and trains new employees in departmental procedures and policies; accompanies new employees to job sites and monitors work; makes recommendations for inclusion of material in formal training programs for new and experienced employees. Monitors inspection staff weekly reports for departmental review and agency-wide reports to first level manager. Prepares periodic reports pertaining to unit activity and status of cases; prepares special reports for administrative supervisor relating to unusual or problem cases. Meets with other city agencies and private entities as a committee to aid in review of technical specifications prior to any program change implementation. Conducts regular interim compliance and quality control inspections during all phases of the weatherization process and upon completion to ensure adherence to contract terms, work specifications, codes, and good workmanship standards. Informs contractors and subordinate inspectors of procedures, technical information, contractor r equirements, and any problems that need attention and resolution. Coordinates information with other supervisors, management staff, and homeowners. Performs safety and diagnostic tests and observes retrofit work in order to ensure the completion, appropriateness, and quality of the work providing for the safety, comfort, and energy savings of building occupants. Reviews file documentation for inclusion of proper documents and for completeness and reasonableness of information provided in the documents. Reviews systems entries for inclusion of proper data and for completeness and reasonableness of information entered. Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge Of:
Trades methods and procedures used in the alteration, repair, and/or weatherization of homes. Codes, ordinances, and regulations governing building construction, alterations, and/or weatherization. Current repair, alteration, and/or weatherization costs for labor and materials. Objectives, programs, and resources of public agencies involved in code enforcement programs. Housing and fire codes and related ordinances and regulations as they apply to dwelling units. Supervisory practices and techniques. The detailed and comprehensive protocol standards necessary to perform certified and technically accurate quality control inspections of weatherization projects in conformance with Quality Control Inspector certification requirements. The use and capacities of computer hardware and software programs Trades methods and procedures used in alteration, repair, and weatherization of homes.
Ability To:
Prepare cost estimates on building repairs and alteration work. Prepare and interpret technical repair and alteration specifications, sketches, plans, and blueprints (architectural drawings) and to recognize deviations, improper or faulty construction, and other hazardous conditions created during the repair, alteration, or weatherization process, and to recommend corrective actions. Change specifications in field to meet code requirements and keep program on schedule. Plan and assign the work of subordinate inspectors engaged in monitoring and evaluating rehabilitation work. Employ a high degree of tact and judgment in dealing with homeowners, contractors, and community groups to resolve rehabilitation problems. Express ideas effectively, both orally and in writing. Maintain records and reports. This is supervisory housing rehabilitation and/or weatherization work directing and coordinating a staff engaged in providing assistance to property owners in the rehabilitation of their property to meet code standards. An employee in this class reviews architectural drawings and design standards and coordinates field review prior to final bid proposals for contract awards; plans, assigns reviews, and evaluates the work of subordinate rehabilitation specialists and inspectors preparing work write-ups, cost estimates, and monitors the rehabilitation work of contractors. Contact with homeowners, contractors, and community groups to provide information on program procedures and resolve problems pertaining to rehabilitation activities is a major aspect of the work. This class is distinguished from other inspection/supervisory classes by employees' certification as a Quality Control Inspector in order to perform certified independent weatherization quality control inspections. Work includes all other aspects of field work inspection and coordination, including conducting job site conferences and insuring compliance with contract terms, work specifications, codes, construction practices, and inspection protocols. Performing building diagnostics, recording and reporting inspection findings and concerns, and initiating corrective actions are significant aspects of the work. MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
Graduation from an accredited college or university with major course work in architecture, civil engineering, engineering technolog, or a related field, and Three years of experience inspecting residential properties for the purpose of planning and estimating rehabilitation work, which includes two years at the full performance level. OR Education equivalent to completion of the Twelfth grade, and Seven years of experience in any of the recognized building trades or as a weatherization installer or auditor as currently certified by the PA Department of Community and Economic Development which have involved residential building rehabilitation and/or weatherization three years of which have been inspecting properties for the purpose of planning and estimating rehabilitation and/or weatherization work, which includes two years at the full performance level. OR Any equivalent combination of acceptable education and experience that has included the completion of at least two years of hands-on construction, repair, alteration, or weatherization experience with at least two years of experience performing technical field inspections of projects to assure contractors' adherence to contract requirements, plans, and specifications, including one year at full performance level.
Note:
Completion of a two-year training program, which has included classroom instruction and on-the-job training in residential building rehabilitation and inspection, may be substituted for up to four years of general experience requirements indicated above.

Ability to meet approved minimal physical and medical standards.
