Job Title:
Quality Control Manager Job Description The Quality Control Manager is responsible for implementing and managing the project's Construction Quality Control (CQC) program to ensure all work complies with contract requirements, approved submittals, project specifications, and applicable codes and standards. This role leads quality planning and execution in a phased remodel environment and serves as the primary point of contact for quality control with the Government/Owner representatives. The Quality Control Manager works closely with project leadership, safety personnel, subcontractors, and designers to ensure quality is integrated into the work from initial planning through execution, inspection, testing, documentation, and project closeout. Responsibilities Implement and manage the project's Construction Quality Control (CQC) program to ensure all work meets contract requirements, approved submittals, project specifications, and applicable codes and standards. Serve as the primary point of contact for quality control with Government/Owner representatives and maintain professional, responsive communication regarding quality matters. Lead quality planning and execution for a phased remodel environment, ensuring that quality requirements are clearly defined, communicated, and incorporated into all phases of construction. Coordinate closely with the Project Manager, Superintendent, Safety personnel, subcontractors, and designers to ensure quality is built into the work from pre-construction through completion. Oversee and manage a formal QC program, including CQC and Three-Phase Controls, to verify that construction activities comply with contract documents. Review and interpret contract drawings, specifications, submittals, RFIs, and change documentation to ensure that construction work aligns with the latest approved documents. Plan, schedule, and conduct inspections and tests across multiple trades, including finishes, framing, MEP tie-ins, and life safety systems, to verify compliance with quality standards. Manage quality documentation, including inspection reports, test records, and daily quality logs, to maintain accurate and complete project quality records. Track deficiencies, nonconforming work, and punch-list items, and coordinate timely corrective actions with subcontractors and project stakeholders. Prepare and manage quality-related closeout packages, ensuring all required documentation, certifications, and test results are complete and accurate. Coordinate with multiple subcontractor crews on site to ensure that quality expectations and inspection requirements are understood and followed. Utilize project platforms and software tools such as Procore, RMS/QCS, Bluebeam, and MS Office, or similar systems, to document and manage quality activities. Support and reinforce site safety and compliance efforts by coordinating with Safety personnel to ensure quality and safety standards are aligned. Maintain readiness to obtain and comply with installation access requirements, including background screening and identification procedures as needed for the project site. Essential Skills 10+ years of experience in construction quality control on commercial, industrial, or federal projects, with renovation experience preferred. Demonstrated experience managing a formal quality control program, with strong preference for experience in Construction Quality Control (CQC) and Three-Phase Controls. Strong working knowledge of contract drawings and specifications, submittals, RFIs, and change documentation. Strong understanding of construction means and methods across multiple trades, including finishes, framing, MEP tie-ins, and life safety systems. Proven ability to manage quality documentation, deficiency tracking, and preparation of closeout packages. Ability to work full-time onsite and coordinate quality activities across multiple subcontractor crews. Proficiency with common project platforms such as Procore, RMS/QCS, Bluebeam, and MS Office, or similar tools. Ability to obtain installation access credentials, including background screening and identification requirements, as needed for the project site. Experience with construction management and quality control practices in a field environment. Knowledge of USACE quality control practices and standards. Current OSHA 30 certification or equivalent safety training. CQM-C certification or equivalent construction quality management certification. Familiarity with federal construction documentation and construction inspection processes. Additional Skills & Qualifications Experience working on federal construction projects and in environments requiring coordination with Government/Owner representatives. Renovation and phased remodel project experience, particularly in occupied or operational facilities. Ability to interpret and apply federal construction standards and documentation requirements. Strong communication and interpersonal skills to effectively collaborate with project management, field supervision, safety staff, designers, and subcontractors. Strong organizational skills with the ability to manage multiple inspections, tests, and documentation tasks simultaneously. Proficiency in using digital tools for drawing review, markup, and documentation, including platforms such as Bluebeam and similar software. Demonstrated ability to proactively identify quality issues and drive timely, effective resolutions. Attention to detail and a methodical approach to inspections, testing, and recordkeeping. Work Environment This role is based full-time onsite at a naval installation in Norfolk in a field construction environment. The Quality Control Manager works primarily on an active construction site within a phased remodel project, coordinating with multiple subcontractor crews and project stakeholders throughout the day. The work environment involves regular presence in construction areas, including exposure to typical construction site conditions such as noise, dust, and varying weather conditions. The position requires consistent use of standard construction safety practices and personal protective equipment as appropriate for the work being performed. The role relies heavily on digital project platforms and tools, including Procore, RMS/QCS, Bluebeam, MS Office, and similar systems, for documentation, coordination, and communication. Job Type & Location This is a Contract position based out of Norfolk, VA. Pay and Benefits The pay range for this position is $130000.00 - $130000.00/hr.
