Position OverviewThe Materials Operations Manager leads and coordinates all materials-related activities to ensure consistent supply, quality, and compliance for construction and manufacturing projects. This role oversees materials testing and QA/QC programs for concrete, soil, asphalt and aggregates, manages laboratory and field staff, enforces ADOT and other regulatory standards, and partners with production, engineering and procurement teams to optimize processes, costs and schedule adherence.
Key ResponsibilitiesLead and manage the materials operations team including laboratory technicians, QA/QC inspectors, and field staff; recruit, train and develop personnel.
Develop, implement and maintain QA/QC programs and testing procedures for concrete, soil, asphalt and aggregates in accordance with ADOT and industry standards.
Oversee and perform materials testing (slump, compressive strength, sieve/gradation, proctor, moisture content, combustion, etc.); ensure accurate documentation and timely reporting of results.
Manage daily operations of testing laboratories and field sampling activities; ensure equipment calibration, maintenance and inventory control of supplies and reagents.
Coordinate with production, construction and project management teams to forecast materials needs, schedule testing and resolve non-conformance and quality issues rapidly.
Maintain compliance with ADOT specifications and other regulatory requirements; prepare for and support audits, inspections and certification renewals.
Develop and maintain relationships with suppliers and aggregate producers; evaluate vendor quality, negotiate terms and manage material acceptance procedures.
Analyze test data, prepare trend reports and recommend process improvements to reduce variability, waste and cost while improving product performance.
Implement and enforce health, safety and environmental procedures related to materials handling, testing and storage.
Manage budgets and cost controls for the materials department; track metrics, KPIs and continuous improvement initiatives.
QualificationsBachelors degree in Materials Science, Civil Engineering, Construction Management or related technical field preferred; equivalent technical certifications with substantial experience will be accepted.
Minimum 3+ years of progressive experience in materials management, testing or QA/QC in construction, manufacturing or aggregate industries; 2+ years in a supervisory or managerial role preferred.
Demonstrated experience with concrete, soil, asphalt and aggregate testing methods and equipment.
Familiarity with ADOT specifications, procedures and certification requirements; prior ADOT project experience highly desirable.
Strong knowledge of QA/QC principles, laboratory accreditation standards and documentation best practices.
Experience with aggregate production, mix design review and problem-solving for non-conforming materials.
Excellent leadership, communication and interpersonal skills with the ability to collaborate across departments and manage vendor relationships.
Proficiency with test reporting software, spreadsheets and basic data analysis to generate actionable quality reports.
