Description of Work Please note that all positions close at 12:00 AM on the posted closing date. You must apply by 11:59 PM prior to the posted closing date. This position is located in the Lumberton Resident Engineer's Office. This position serves as a lead project inspector for smaller roadway, structure projects, and/or more complex projects supporting engineers in the administration of highway construction. Monitors contractor's daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications, plans, and contractual provisions. Will perform contract administration duties such as pay record entry/review, material received reports, certified payroll, haul tickets, as-constructed plans, and monthly estimate including the use of a calculator, computer, and IPAD. Works with other technicians, including Department employees and Contract Construction Inspectors. May supervise and train lower-level technicians. Resolves daily constructability issues and trouble shoot problems to mitigate delays to contractor's progress. Monitors utility relocation efforts by inspecting and tracking relocation work. Monitors contractor's operations to ensure compliance with subcontract agreements and with the contract
DBE/MBE/WBE
requirements. Ensures compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with the permits. Effectively communicates and coordinates work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing the progress of the projects.
Additional Expectations:
Must apply Department safety program to operations. Ability to work safely in an outside environment with exposure to hazards present on construction sites including traffic, heights, weather extremes, and traversing rough/uneven terrain. Must be able to communicate in a clear, concise manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Experience using computers and electronic tablets. Must be able to perform moderate physical activity such as walking, climbing, kneeling, and standing. Selected candidate must be able to legally operate motor vehicle. Safety toe shoes are required.
Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
NC09 $41,206 - $72,113 Management prefers applicants with the following: Experience with contract administration. Knowledge in understanding contracts, plans, standards and specifications. Experience in performing inspection, sampling, and testing of materials (concrete, asphalt density) to ensure compliance with NCDOT specifications. Working knowledge of computer equipment, (I-pads, desktop), software (HiCams and Share Point) and mathematical functions. Experience in maintaining neat, legible and accurate records and reports, including computer/iPad data entry. Minimum Education and Experience Some state job postings say you can qualify by an "equivalent combination of education and experience." Associate's degree in an applicable area of Engineering Technology, Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
