State Plan Mission The Massachusetts Workplace Safety and Health Program (WSHP) is an OSHA State Plan with jurisdiction for public sector workplaces, to prevent injuries and promote compliance with OSHA standards, in accordance with 454 CMR 25. General Statement of Job Duties The Massachusetts State Plan is looking for an experienced industrial hygienist to join the Enforcement team. Candidate must be able to work independently on a caseload of multiple assignments. Inspectors are assigned a list of inspections to complete, and may also be dispatched same-day to respond to an industrial accident or fatality. Detailed Summary of Duties and Responsibilities The State Plan operates a separate Enforcement and Consultation team. Both have the goal to prevent work-related injuries and illnesses and both mandate corrective actions. The industrial hygienist on the Enforcement team conducts inspections for chemical exposure, noise, laboratory safety, confined spaces, respirators, and workplace violence. The industrial hygienist will also receive cross-training in safety to conduct injury investigations in a variety of public sector settings, including wastewater treatment, public works, fire, correctional facilities and state operated healthcare and social service facilities. Conducts workplace violence prevention inspections in healthcare, corrections, and education settings. Collects air and wipe samples, and interprets results for noise, silica, metals, and other materials. Responsible for instrument calibration. Prepares documentation and issues Civil Citations to require corrective action for injury prevention and compliance with OSHA standards. Tracks employer responses to confirm that corrective actions have been abated. Maintains documentation for a complete inspection case file for compliance with DLS and OSHA State Plan requirements. This job title may be assigned to conduct Whistleblower Investigations. Applies advanced knowledge of safety and health regulations and standards, including OSHA General Industry, OSHA Construction, NFPA, ANSI, and ACGIH. Researches and shares technical information with co-workers. Represents agency at hearings. Attends monthly staff meetings in Westboro and mandatory trainings. Works independently and communicates effectively in oral expression and in writing. Proficient use of Microsoft Office including Word, Outlook and Excel. Travel to inspection sites may be required on short notice to begin an inspection after the agency receives notification of an injury. This position is posted for DLS offices in Westboro but assignment to Taunton, Lawrence or Springfield is possible to provide a shorter commute. Qualifications First consideration will be given to those applicants that apply within the first 14 days.
MINIMUM ENTRANCE REQUIREMENTS
Applicants must have at least (A) three (3) years of full-time, or equivalent part-time, professional or technical experience in safety engineering, industrial hygiene, inspection or investigatory work in connection with occupational safety/health standards, in the regulation of occupational safety/health or in enforcement of occupational health laws, rules, regulations and standards, of which (B) one (1) year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitution below. Extensive travel is required; incumbents must have access to a properly inspected, registered and insured personal automobile and must possess a current and valid motor vehicle driver's license at a class level specific to assignment. Based on assignment Applicants must pass an annual medical evaluation to certify their ability to wear respiratory or other breathing apparatus. Applicants must be able to obtain and maintain certification from the EPA, Commonwealth of Massachusetts, and other agencies as necessary to perform duties as assigned.
SUBSTITUTIONS
I. An Associate's degree with a major in building construction, mechanical technology, industrial hygiene, industrial management, industrial technology, sanitation/public health inspection, or engineering may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree with a major in engineering, industrial hygiene, safety science, construction management, industrial management, or a related scientific discipline such as chemistry, biology or the like, may be substituted for two (2) years of the required (A) experience. III. A Graduate degree with a major in engineering, industrial hygiene, occupational safety and health, industrial management, or a related scientific discipline such as chemistry, biology or the like may be substituted for three (3) years of the required (A) experience. IV. Completion of an apprentice training program approved by the Massachusetts Division of Apprentice Standards in a construction trade may be substituted for two (2) years of the required (A) experience. V. Certification as a Certified Industrial Hygienist or Certified Safety Professional may be substituted for the required experience.
