JOB SUMMARY
The incumbent under the guidance of the Sewer System Program Manager will be responsible for assigning and supervising the activities of personnel under their direction. Including but not limited too; maintaining, repairing and replacing sanitary sewers and related structures.ESSENTIAL DUTIES/RESPONSIBILITIES
Note:
All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director. Direct and coordinate the daily work flow. Coordinate with customers, contractors, drain services, and plumbers to resolve problems. Analyze service orders to identify areas requiring cleaning, rodding, videotaping or repair. Provide on-site supervision on hazardous excavations or repair of sewer mains that service critical areas. Insure necessary equipment is obtained and maintained. Train, evaluate and mentor personnel to maximize time management and develop employee expertise. Handle personnel time accounting and purchasing documentation. Evaluate each employee's performance on a yearly basis. Determine the effects that work activities have on residential and commercial customers. Available to work off scheduled hours including weekends as assigned to cover the needs of the City. To lead by example at all times including but not limited to: Attendance, appearance, attitude, and work ethics. Regular attendance and timeliness is required. Report SSO's to ADEQ. Prepare adequate documentation for disciplinary action(s). Organize workload priorities to meet deadlines and fulfill requirements of the Consent Decree. Maintain inventory of all parts and equipment within the department. Ensure that all vehicles and heavy equipment are being maintained on a daily basis.SUPERVISORY RESPONSIBILITIES
Directly supervises Leadpersons, Technicians, Senior Maintenance Persons, Equipment Operators, and Maintenance Persons within the program. Carries out supervisory responsibilities in accordance with the city's policies and applicable laws. Responsibilities include participation in the interviewing and processes, and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.QUALIFICATION REQUIREMENTS
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum of three years previous experience working in the utilities field is necessary. Confirmation of previous management experience or equivalent management training is necessary. Must be able to organize, direct and coordinate activities of employees. Must be proficient in the use of a personal computer and associated software. Must possess a valid driver's license. Class III Wastewater License. Preferred Qualifications Five (5) years' experience in public water systems operations, maintenance, and construction. Three (3) years supervisory experience in water system maintenance or construction.OTHER SKILLS AND ABILITIES
The incumbent should possess knowledge of the use of tools and equipment within the department. The incumbent must have excellent verbal and written communication skills as well as excellent organizational skills. Problem solving and analytical ability are required to perform the duties of this position. The incumbent should have knowledge of modern office practices, procedures and equipment. Ability to follow instructions, safety practices, and standard operating procedures in performing assigned tasks. Ability to perform minor manual labor and to work in adverse weather conditions. Ability to understand and communicate the English language. Ability to effectively communicate with staff and with the public. Ability to follow all District rules, regulations, and policies. Ability to work a two-way radio/cellular phone. Ability to understand sections of Consent Decree associated with specific supervisory responsibilities. Incumbent must be goal oriented and have the ability to schedule tasks timely and efficiently.POSITION DESIGNATIONS
This position is designated as essential during inclement weather events. City services will be maintained during inclement weather, such as heavy snow or ice storms and all essential employees are expected to report to work due to the critical functions of the position. This position is not able to work remotely. This position does have the potential to drive as part of their regular job duties. This position is designated as a safety/security sensitive position and is subject to random DOT drug and alcohol screenings and/or non-DOT drug and alcohol screenings (a safety/security sensitive position is one in which a momentary lapse in attention may result in injury or death of another person).PHYSICAL REQUIREMENTS

Normal working conditions found within an office setting, wherein there is controlled temperature and a low to moderate noise level, plus a minimum of distractions.
