WPCA Sewer Dept Supervisor City of Fairfield, CT Fairfield, CT Job Details Full-time $97,022 a year 23 hours ago Qualifications Computer literacy Supervising experience Team management Full Job Description This position ensures the effective and compliant operation of the Town's sanitary sewer system consistent with WPCA's Rules and Regulations and State of Connecticut's Water Discharge Regulations and statutes.
Supervision Received:
Works under the direction from the WPCA General Manager.Supervision Exercised:
Supervises or leads lower level professional, technical, and clerical staff as assigned. Acts as a liaison between the Sewer Department and other Town offices. Determines priorities and planning for both office and field work. Develops and/or recommends policies to guide permitting, compliance, and enforcement workflows. Establishes and maintains office and field work procedures and processes Interprets, implements, and updates WPCA's Rules and Regulations. Maintains Sewer Department records in accordance with municipal and state records management requirements. Manages public complaints ensuring a timely, professional resolution. Prepares reports, correspondence, and enforcement actions. Provides staff training and assistance. Represents the Sewer Department in direct public interactions and stakeholder communications. Reviews and evaluates permit applications and inspection reports for impacts to public health and the environment specific to the Sewer Department and ensures consistency with local and state laws, regulations, and ordinances. Schedules, assigns, oversees, and reviews work of staff, including conducting performance evaluations. Serves as Sewer Department representative at WPCA Commission meetings and hearings. Supervises a department engaged in inspecting and permitting discharges to WPCA's sanitary sewer system. Utilizes data bases and GIS systems to support program operations and reporting. Performs related duties as required.Knowledge, Skills and Abilities:
Knowledge of Connecticut records retention and management standards. Knowledge of Connecticut Department of Energy and Environmental Protection ("DEEP") regulations and WPCA governance structures. Knowledge of municipal wastewater or regulatory compliance. Knowledge and skill in GIS and database management systems. Skill in written and verbal communication, including public-facing correspondence. Ability to supervise staff and manage administrative workflows. Ability to develop rules, procedures, or policies. Ability to balance field and office responsibilities. Ability to handle complaints and resolve professionally and efficiently. Ability to develop and implement programmatic improvements. Ability to resolve issues diplomatically. Ability to speak, read, and write the English language to the extent deemed necessary to perform the essential duties. Ability to utilize computer software. Ability to travel to field sites and off-site meeting and training locations. Ability to attend public meetings after standard working hours as a representative of the Town.Qualifications Minimum Qualifications:
One (1) year of experience in an advanced working/working lead level or supervisory capacity. Eight (8) years of experience involving technical analysis and interpretation of environmental engineering or science program data or planning and implementing environmental engineering or science programs. College training in a scientific or technical discipline related to the environmental or public health field may be substituted for general experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree or five (5) years for a Master's Degree. .Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.JULY 1, 2026 VACANCY AFFILIATION
