Job Description

GENERAL DESCRIPTION OF DUTIES
The purpose of the position is to lead work crews in installation, repair, and maintenance work in construction and maintenance of the City's water distribution and/or wastewater collection systems. Employees in this classification have considerable experience in utilities installation, repair and maintenance, and participate in all facets of work under charge. Position coordinates work site safety and traffic control, and maintains daily logs of work performed/completed. Position ensures proper training and guidance for new Utilities Technicians in developing knowledge, skills, and abilities in the field. The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Functions in a lead capacity for utilities crews in installation, repair and maintenance of distribution and/or collection lines, to include the operation of various equipment as directed, i.e., jet machines, tapping machines, winch cranes, trucks, tractors. Coordinates truck stock of needed materials, supplies, and parts per work order; coordinates transportation of materials, supplies, parts and work crews to work sites. Leads and conducts various repairs for distribution and collection systems of the City, i.e., leaks, main breaks, manholes, faulty valves, broken fire hydrants. Leads and performs manual excavation duties, i.e., digging tunnels, channels, work space. Flushes lines in correcting water/wastewater stoppages and blockages in mains. Leads and installs, repairs, locates and/or replaces water taps, water meters, meter boxes, lines, valves, backflow preventers, flow test hydrants, relief valves, and related attendant devices. Coordinates the safe operating conditions per work site, i.e., setting barricades, cones, and signs; monitoring and directing traffic. Coordinates restoration of work sites, i.e., resurfacing roadways; compacting fill; sod, soil and plant restoration. Ensures performance of daily pre-inspection and post inspection on all vehicles, equipment, and/or machinery operated; maintains inspection log. Operates a variety of small equipment such as jack hammers, concrete saws, chain saws, compactors, concrete sprayers. Uses a variety of hand held tools and equipment applicable to assigned work area, i.e., shovels, rakes, trowels, manual and skill saws, brooms, pipe cutters. Conducts safety meetings; monitors safe and proper operating procedures for all trucks, equipment, machinery, and/or tools operation. Maintains various work logs and records, i.e., daily work and travel logs, vehicle logs, work orders. Ensures routine cleaning and preventive maintenance of assigned trucks, equipment, machinery, and/or tools to maintain safe and proper operating condition.

Requires the ability to perform addition, subtraction, multiplication and division; calculate decimals and percentages.

Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
MINIMUM TRAINING AND EXPERIENCE
High school diploma or GED Attainment of Water Distribution or Wastewater Collection Technician class "A" certification or the ability to obtain a Class "A" certification within one year. Commercial Driver's License class "A" with Air brakes and tanker endorsement required in Water Distribution and Wastewater Collection Or an equivalent combination of education, training, and experience. Maintenance of a driving record which meets or exceeds minimum City driving standards. Must possess and maintain a State of Florida Certification or License.
OTHER REQUIREMENTS
The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

Physical Ability :
Tasks involve the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).
Sensory Requirements :
Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate depths. Some tasks require visual perception and discrimination. Some tasks require oral communications ability.
Environmental Factors :
Tasks may risk exposure to adverse environmental conditions, such as dust, odors, wetness, temperature and noise extremes, machinery, vibrations, bright/dim light, traffic hazards, and/or toxic/poisonous agents.
