Environmental Compliance Officer - Water & Sewer Salary $38,859.00 - $49,000.00 Annually Location College Park, GA Job Type Full-Time Job Number 4400-020 Department Water & Sewer Opening Date 12/31/2025 Closing Date 5/15/2026 11:59 PM Eastern FLSA Non-Exempt Description Benefits Summary A successful candidate will play an active role in the City of College Park's existing operational success. The purpose of this position is to ensure the City's compliance with environmental regulations related to water and sewer through efficient and effective sampling, reporting and enforcement of compliance codes. Essential Functions Independent judgment is required to identify, select and apply the most appropriate of available guidelines and procedures as well as interpret precedents. This position consists of a variety of tasks to ensure the City complies with all State and Federal environmental rules and regulations related to water and sewer. The need to project long-range needs and expenses contributes to the complexity of the work. Enforces City ordinances concerning surface water, stormwater and wastewater; Works closely with State Environmental Protection Division to ensure the City's stormwater program meets all requirements and regulations; Operates and maintains equipment related to stormwater monitoring, wastewater lift stations and various potable water system apparatus; Collects and labels stormwater, wastewater and potable water samples as required by regulating agencies; Performs periodic maintenance on pumps, valves, controls, and other related equipment; Maintains records and prepares weekly, monthly and annual reports; prepares and distributes annual water quality report for the City to citizens and necessary State agencies; Inspects industrial and commercial wastewater and stormwater while monitoring specific industries for point and non-point source pollution; Issues citations for non-compliance of City ordinances related to water and the environment; Performs other related duties as required The omission of specific duties does not preclude the supervisor from assigning duties that logically relates to the position. Required Knowledge, Skills and Abilities Knowledge of City codes and ordinances and Public Works administration; Knowledge of Federal and State environmental regulations and requirements; Knowledge of general office equipment and software programs related to the collection and sampling of water; Some knowledge of stream quality management, stormwater management and water quality testing procedures; Skill in collecting and labeling storm, waste, and potable water samples as required by regulating agencies; Skill in completing complex, technical assignments with frequent interruptions and within deadlines; Ability to analyze and diagnose problems as well as research and interpret codes, regulations, standards, plans and specs, and various governmental documents and make accurate reports; Ability to read and interpret water, wastewater and stormwater sample analyses; Ability to understand, interpret and make minor repairs and adjustments to a variety of equipment and instruments; Ability to use a variety of tools, automatic sampling equipment and computer-operated equipment Excellent oral and written communication skills, including presenting to groups and in a one-to-one setting. Pushing, pulling, lifting, climbing, stooping, kneeling, and crouching. (Must be able to exert up to 100 lbs.) and mobility on premises necessary. Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships. Ability to independently handle multiple work unit priorities and projects. Ability to interpret and apply policies and procedures independently; use judgement and discretion to act when precedents do not exist. Ability to handle information of sensitive and confidential nature in the utmost professional manner. Effective analytical and decision-making skills. Excellent communication (oral and written), organizational, and time management skills. Effective interpersonal skills and ability to work with diverse constituents. Attention to detail and adaptability to a changing environment is extremely important as well as dependability. Demonstrate a high level of professionalism, initiative, resourcefulness, and personal accountability. Moderate physical activity. Requires handling objects of average-weight up to one hundred (100) pounds or standing and/or walking for more than four (4) hours per day.

Qualifications Associates degree required; Bachelor's degree in Environmental Engineering preferred Five (5) years of related experience; equivalent combination of education and experience. Experience in communicating with diverse communities, and in establishing and maintaining cooperative working relationships. Proficiency in MS Office Suite, as well as knowledge and understanding of organization structure, workflow, and operating procedures. Extensive hours and weekends will be required at times.
