POSITION SUMMARY

Responsible for the administration, supervision and maintenance activities of the Village's water distribution and sewer systems (i.e. sanitary, storm and combined sewers).

ESSENTIAL JOB FUNCTIONS

Establishes work priorities and prepares work assignments for all Water/Sewer Division employees, including full-time and seasonal employees; works with Crew Leaders to establish annual projects and goals; Supervises, monitors, and evaluates Water/Sewer Division operations to ensure completion in a safe, efficient and effective manner, following best management practices and targeted work schedules; Evaluates the work performance of employees and third-party contractors on a continual basis, including proper adherence to all Village rules, policies and safety regulations; including but not limited to confined space entry, trenching and shoring used on maintenance, repair and installation projects for the Water/Sewer Division; Manages various contracts, contractors, and consultants performing work duties as they relate to the Village's water distribution and sewer systems; includes larger scale projects, such as excavations, repairs (i.e., water main breaks, water and sewer main replacements) and sewer televising and cleaning; Manages multiple and various projects simultaneously; Responsible for ensuring sewer maintenance operations comply with regulations depicted under the National Pollution Discharge Elimination System (NPDES), administered by the Illinois Environmental Protection Agency (IEPA), for storm sewers and the Metropolitan Water Reclamation District of Greater Chicago (MWRD) for combined and sanitary sewers; Responsible for ensuring water distribution system maintenance operations comply with regulations of the federal Environmental Protection Agency and/or the Illinois Environmental Protection Agency (IEPA); Trains, mentors and provides orientation and/or outside training for new and existing employees in the safe and proper use of heavy equipment operation and other miscellaneous equipment commonly used to provide routine maintenance activities for the Water/Sewer Division, such as, installation and replacement of water mains and distribution system (i.e., repairing and replacing pipe and structures, laying and aligning pipe and using specialty tapping equipment to install valves and services, lateral water lines and fire hydrants), sewer inlets, sewer dye water testing, televising/inspection of sewer pipes and structures, catch basins, manholes, and cleaning/removing of obstructions or blockages from storm and sanitary sewer lines; Maintains accurate records including reports on various project improvements and maintenance activities for the Water/Sewer Division; prepares monthly and annual reports and material usage; Participates in budget preparations for the operating and capital improvement budgets for the Water/Sewer Division; Demonstrates the ability to read, interpret and understand GIS, utility atlases, plat of surveys, blueprints, specifications, and site plans to facilitate locating subsurface utilities; Works with the Village Engineer, Assistant Village Engineer and Project Manager in reviewing product specifications and engineering plans and provides recommendations for upcoming water/sewer infrastructure improvements; Must possess a thorough working knowledge and ability to operate computers and a variety of specialized, electronic equipment, including those to capture GIS positions and/or to locate utilities in the public right-of-way; including, magnetic and radio detection locators; and leak correlator for detecting location of water main breaks; Prepares and conducts employee performance evaluations; participates in process for hiring new employees and recommending promotions; participates and recommends potential discipline or other remedial actions for direct reports; reviews and approves employee time-off and OT requests, reviews MUNIS payroll entries; Participates, with the Village Attorney, in the defense of threatened or filed lawsuits related to damage allegedly caused by the Village's water or sewer system; Coordinates purchasing functions directly associated with Water/Sewer Division; obtains price comparisons for water/sewer material purchases and associated equipment; places orders as necessary to maintain existing inventory; prepares and submits purchase orders and payment vouchers to the Deputy Director of Public Works for review and assists with preparation of Village Board agenda items for contractual services and material purchases in excess of $25,000; Fields resident inquires in a timely manner with appropriate responses and in accordance with Village policies (i.e. providing timely initial response); maintains positive public relations by encouraging courteous and helpful attitudes by all Water and Sewer staff towards requests for service from the public, contractors, other departments and/or developers; effectively utilizes the Citizen Relationship Management (CRM) system for scheduling, monitoring and completing resident requests for service or other inquiries; Provides off-hours emergency response (supervision) for repair of water main, street flooding, sewer back-ups, etc., and actively participates onsite with ongoing operations; Supervises and serves in the On-Call Specialist Program and collaborates with administrative staff in coordinating a cross-training program of water/sewer operations; Participates in Village's snow and ice program (as needed) and operates assigned vehicle and equipment to facilitate this operation; Performs other duties as assigned by supervisor.

EDUCATIONAL REQUIREMENTS

High-School degree or GED equivalent Bachelor's degree with significant course work in public administration, construction, civil engineering, or related fields is preferred.

EXPERIENCE REQUIREMENTS

Minimum of five (5) years of experience related to the maintenance of water distribution and sewer systems; preferably with a minimum of three (3) years of supervisory experience.

CERTIFICATES, LICENSES, SPECIAL SKILL, OR KNOWLEDGE REQUIREMENTS

The individual should possess a thorough understanding of standard principals and techniques of water distribution and sewer system maintenance along with corresponding materials, tools, equipment, and occupational hazards.

Related experience includes:

installation and replacement of water mains and distribution system (i.e. ensuring excavation to grade, repairing and replacing pipe and structures, laying and aligning pipe and using specialty tapping equipment to install valves, lateral water lines and fire hydrants), sewer inlets, catch basins, manholes, and cleaning/removing of obstructions from storm and sanitary lines. Must have the ability to read, interpret and understand utility atlases, plat of surveys, blueprints and plans to facilitate locating subsurface utilities. Extensive supplemental training in the equipment commonly used in the Engineering and Public Works Department is required. The individual should also be able to plan, organize and supervise the work of street maintenance crews in terms of meeting established time schedules, changing/expediting matters while managing multiple projects. Develop effective work habits and methods. Convey thoughts, ideas and instructions to others, in a clear and concise fashion, through verbal and written communications. Likewise, adhere to work policies and procedures established by the Village and Engineering and Public Works Department and comply with pertinent safety regulations, standards and guidelines. Demonstrates an ability to establish and maintain effective positive working relationships with co-workers, supervisors, Village contractors and the general public. A valid State of Illinois Commercial Driver's License (CDL), class B with both air brake and tanker endorsements. A Public Water Supply Operator's License class D. Pipeline Assessment Certification Program (PACP) and Manhole Assessment Certification Program (MACP) certified, administered through the National Association of Sewer Service Companies (NASSCO) or the ability to obtain certification within 6 months.

WORK ENVIRONMENT

The individual will work approximately 40% of the time inside and 60% of the time outside. The individual may be exposed to confining workspaces, excessive noise, a dirty environment, electrical hazards, inclement weather conditions (hot, cold, wet or dry), high work places, improper illumination, toxic materials, vibration, and fumes, gases, or poor ventilation.

PHYSICAL ACTIVITIES

The individual must be able to perform the physical requirements of the position, with reasonable accommodation. These demands reflect the essential functions of the role. Regular outdoor fieldwork is required, including the use of field equipment that requires good hand-eye coordination. The individual must be able to navigate uneven terrain and variable site conditions, and at times may be required to climb ladders, enter manholes or similar structures, and perform tasks involving crawling, kneeling, or crouching. The position also requires the occasional lifting and moving of materials or equipment weighing up to approximately 50 pounds.

The successful candidate will be a high school diploma or equivalent. A bachelor s degree with coursework in public administration, construction, civil engineering, or a related field is preferred. The position requires a minimum of five (5) years of experience related to the maintenance of water distribution and sewer systems, including at least three (3) years of supervisory experience preferred. Essential position requirements include excellent communication and organizational skills, ability to work well under pressure, possessing the ability to handle multiple and simultaneous projects as well as have the ability to develop positive working relationships. Ideal candidates should be proficient in Microsoft Office Suite 365 and the ability to learn the Village s Enterprise Resource Planning System (MUNIS) which also includes the Citizen Relationship Management (CRM) System. A Public Water Supply Operator s License Class D is required (Class A preferred) and a Commercial Driver s License (CDL) class B with both air brake and tanker endorsements, or the successful candidate must be able to obtain the Class D Water License and CDL within 6 months of employment.
