Job Description

Position Summary :
Under the supervision of the Assistant Director of Public Works, the Landfill Supervisor is responsible for the administration, management and coordination of all solid waste operations and programs. The individual in this position is a working supervisor who exercises considerable independent judgment in decisions and assigns work details and supervises activities of subordinate personnel. Assists in development of long term goals and department objectives; Assists in preparation of annual budget for department; Assures regulatory compliance and communicates with regulatory officials; Attends meetings and assists in making reports; Coordinates the implementation of the Comprehensive Solid Waste Management Plan; Develops safety programs for solid waste programs; Helps manage permitting and reporting requirements to applicable federal, state and local laws; Helps oversee coordinates and organization of the landfill working schedules for recycle trailers, inmate pickup, scale house attendants, and Saturday rotation schedule; Maintains environmental compliance regulations and requirements; Maintains proper records and documents; Manages the operation of the county solid waste programs, including E-waste, recycling, composting, wood waste grinding, public education; Directs the collection of methane gas, flare and leatchate management system, conducts environmental monitoring; Plans and conducts pertinent safety programs; Represents Butler County on the Solid Waste Management Committee; Develops and administers department policies and procedures; Fields questions, concerns, and complaints from the public Coordinates department activities with various governmental and outside agencies and other County departments; Monitors performance, productivity, and compliance of subordinates with departmental missions, goals, objectives, policies, and procedures to ensure all work meets the required expectations; Applies departmental and County policies in a consistent manner; Investigates accidents, arranges for medical care, arranges for drug and alcohol testing; Makes decisions in the field about work zone safety directing crews where and how to set out signs and cones to divert traffic, how and where to flag motorists to warn them of obstacles or repair work ahead, and make sure sites adhere to work zone safety guidelines; Works with mechanics, operators, Assistant Director to determine best course of action when equipment fails, or needs repairs; Removes Freon from refrigerators; Performs sampling from wells, and air, prepares reports or samples to be sent to a lab; Performs other duties as deemed necessary or as required. Ability to reliably and predictably carry out duties; Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; Ability to write routine reports and correspondence; Ability to speak effectively before groups of customers or employees of an organization; Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume; Ability to apply concepts of basic algebra and geometry; Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to convey and receive detailed or important instructions and information to and from other workers and the general public; Knowledge of Landfill operations and regulations, environmental rules and regulations, permitting processes; Skill in oral and written communication; Skill in personal computers; Skill in supervising and leadership.
