Job Description

Statement of Duties Position provides professional management and supervisory functions for the Wastewater Treatment Facility and Sanitary Sewer System. Responsibilities include reviewing operations to ensure compliance with permit regulations; supervising, training and assigning staff; preparing and administering department budget; developing and implementing policies and procedures; allocating funds, staff and equipment to provide for efficient operations; and performing a variety of supervisory and management functions for the department. Responsibilities Manages the overall operation of the town's wastewater treatment facility operations and sanitary sewer system; ensures treatment operations are in compliance with permit regulations and requirements; supervises staff; administers budget; prepares reports, correspondence and documentation as required; develops operational policies and procedures; and performs a variety of administrative and supervisory functions. Directs, coordinates, and participates in the efficient economical and continuous total operation and maintenance of the treatment facility, sanitary sewer system and pump stations; obtains background information about the characteristics of the wastewater to be treated; changes the operation of plant units to meet changing flow and load conditions so the top efficiency of each unit and the entire plant process is maintained at all times; performs or has required testing performed for efficient and economic treatment control and recommends process changes. Reviews and inspects plant records and technical data, makes personal observations to analyze plant performance and initiates corrective measures when and where needed to ensure the plant effluent meets local, state, and federal requirements. Supervises, trains and assigns staff; prepares and reviews employee evaluations and disciplinary actions; and responds to employee concerns or grievances consistent with Town personnel policies and collective bargaining agreements. Prepares reports regarding facility data and submits information to regulatory agencies as required; prepares reports based on operating or maintenance records for employer and/or regulatory agency as required; prepares written documents including contracts, procedures and policies. Prepares and administers department budget and monitors expenditures; provides for the proper allocation of funds, staff and equipment to ensure efficiency of operations. Responds to inquiries, requests, and complaints from customers regarding department operations. Establishes and maintains a program for public relations and citizen education including plant tours. Prepares or assists in the preparation of capital improvement programs. Corresponds with Town Administrator regarding facility operations in relation to design factors, physical condition, changes in wastewater being treated, changes in receiving water requirements, need for plant expansion or additional treatment, or other concerns. Conducts and/or directs safety programs, instructions and inspections. Represents the municipality at local, state, and regional water pollution control hearings, meetings, and conferences. Sets up a reporting program for all accidents and incidents, including determined frequency, cause, severity, and lost man-hours. Performs and/or over sees specialized chemical and biological tests to determine the efficiency of plant processes and to ensure that plant effluent meets local, state, and federal requirements. Keeps inventory control and oversees the ordering of laboratory chemicals and supplies and maintains a Spare Parts Inventory Program. Oversees issuance of sewer use bills; maintains a proper cash flow to ensure proper funding of the Sewer Enterprise Fund. Oversees sewer connection permitting program and is responsible for insuring sewer connections are in compliance with State and Federal regulations as well as the Town of Orange Sewer Ordinance. Oversees sewer abatement program by reviewing applications and confirming requested abatement amounts in compliance with the Town of Orange Sewer Ordinance. Oversees the sanitary sewer collection system operation and maintenance and plans for sewer system rehabilitation and replacement projects. Oversees sewer collection system maintenance, repair and upgrade work; lays pipe and builds manholes; troubleshoots, responds to and oversees emergency work. Requirements A candidate for this position should have an Associate's Degree in Engineering or Environmental Science and ten (10) years of experience in the operation of wastewater treatment facilities, familiarity with sewer billing systems and enterprise fund accounting systems with at least three (3) of which in a supervisory capacity or equivalent education and experience. A candidate for this position is also required to have at least a Massachusetts Grade 4-M Wastewater Treatment Plant Operator's license and a valid driver's license.
