Job Description

Job Summary Under the direction of the Public Works Director, the Level 2 Operator is responsible for the activities and operations applicable to municipal wastewater treatment/collection and the operation and maintenance thereof following established policies and procedures, or performing tasks as requested participating in all aspects of facility and city operations. Additionally, an operator may undertake maintenance and operation to parks, streets, and goals and objectives for the overall upkeep and goals of the city. Assists in training the Operator 1 and temporary employees. Such activities will be per federal and state laws and established city ordinances and regulations. Required to participate in on-call rotation. Duties Operate programmable logic controllers (PLCs) and distributed control systems (DCS) to monitor and control wastewater treatment processes. Participate in routine preventative maintenance and corrective maintenance in the physical treatment plants, buildings, and grounds. Use appropriate tools and operate high pressure hoses, forklifts, tractor mowers, vehicles, and hoists. Examples of duties include cleaning, lubricating, removing obstructions from pipes, pumps, and valves, repairing pumps and valves, painting, and operating valves and switches. Load and unload chemicals, either by hand or using chemical-handling equipment. Collect and analyze data related to water quality, flow rates, and system efficiency to support process improvements. Operate wastewater, and water equipment to maintain compliance with State and Federal water quality requirements. Monitor process control parameters and make recommendations for equipment/chemical adjustments. Examples of tasks include conducting water quality laboratory tests, reading gauges, and opening and closing gates, valves, and switches. Record data and maintain plant records, including operating logs, chemical inventories, and data logs. Make calculations to determine chemical feed rates, flow quantities, detention and contact times, and hydraulic loadings. Conduct scheduled activities associated with monitoring inflow and infiltration in the municipal wastewater collection system. Examples of tasks include inspection and maintenance of lift stations, installation and operation of portable flow meters, installation of manhole inserts, recordkeeping and reporting, and following procedures for confined space entry. Perform maintenance tasks such as plumbing repairs, mechanical adjustments, and equipment calibration to ensure reliable operation. Assist in construction activities related to plant upgrades or infrastructure improvements while adhering to safety protocols. Execute heavy lifting tasks safely while supporting the installation or maintenance of treatment systems and infrastructure. Perform sampling and laboratory testing of water quality following established quality assurance guidelines. Conduct laboratory testing and record data for reporting to DEQ, State Health Division, and County Health Division. Examples of duties include the operation and maintenance of automatic composite samplers, collecting representative water samples, handling and cleaning laboratory glassware, and calibrating and operating precision laboratory instruments. Experience High school education, 2 years of work experience in the related disciplinary field, internship or previous work experience in the water/sewer environment field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Two years of general maintenance, repair, paving, or construction on street maintenance, public works facilities, utility systems, or public improvement. Level 2 Operator Certificate for wastewater treatment/collection Familiarity with programmable logic controllers (PLCs), distributed control systems (DCS), and data collection tools used in water treatment facilities. Knowledge of water treatment processes, including chemical handling, filtration, sedimentation, and biological treatments. Experience working with heavy equipment operation, plumbing, maintenance, and construction activities. Basic math skills for measurements, calculations, and data analysis related to water quality metrics. Demonstrated ability to perform analysis skills for troubleshooting issues and optimizing plant performance while adhering to safety standards.
