Job Description

SUMMARY DESCRIPTION
Under general supervision, the Utility Department Operator performs skilled maintenance, repair, and construction work on the potable water treatment and distribution system and the wastewater collection system for the City of Andrews; address customer service issues; general housekeeping of facilities; operates maintenance and construction tools and equipment; performs a variety of maintenance tasks relative to water distribution and treatment.
RESPONSIBLITIES AND DUTIES
The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. 1. Handle complaints and answer questions from the public. 2. Make minor adjustments on service equipment; maintain tools and equipment in working order. 3. Maintain logs of daily activities. 4. Operate and maintain wells, reservoirs, and treatment facilities; inspect residential and commercial service issues. 5. Monitor and adjust water production and treatment equipment. 6. Lay and fit pipelines; make water line taps; install water services, fire hydrants, valves, gauges, and other water devices. 7. Perform field duties related to the water system; take water samples and inspect new construction. 8. Operate and perform routine maintenance on equipment and vehicles (i.e., trucks, trench-digging equipment, etc..) as required. 9. Loading and unloading of various equipment, chemicals and supplies at worksites and storage areas. 10. Excavate trenches and install shoring. 11. Identify service and main leaks; operate pipe locators; install and inspect backflow devices. 12. Clean and monitor pump stations and related equipment. 13. Perform emergency repairs to water lines as necessary; establish proper traffic control devices. 14. Repair, maintain and install water meters and related service lines; read meters; turn services off and on, as necessary. 15. Perform underground service alert locating, marking and notification. 16. Duties, responsibilities and activities may change, or new ones may be assigned at any time with or without notice.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Ability to:

  • Operate and control the actions of equipment, machinery, tools, and/or materials requiring complex and/or rapid adjustments, or to assemble, combine, or process complex and/or sensitive materials.
Education and License Requirements:
  • Valid Texas Class "C" Driver's license with an acceptable driving record.
  • Ability to work legally in the United States.
  • High School diploma or GED equivalent required.
  • A Basic Water "D" License required within 12 months of being hired as a Utility Operator.
  • A Groundwater "C" License is required within 3 years of being hired as a Utility Operator.
  • A Class "B" CDL License, at minimum, is strongly desired within 3 years of being hired as a Utility Operator.

Environment:
Performance of functions in the field may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, temperature and noise extremes, hazardous materials, fire, unsafe structures, heights, confined spaces, machinery, vibrations, electric currents, traffic hazards, bright/dim lights, toxic agents, human bites, explosives, water hazards, violence, disease, pathogenic substances, or rude/irate customers.
Physical:
Tasks require the regular and, at times, sustained performance of physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials. Frequently required to lift and/or move, push and/or pull up to 50 pounds.
Vision:
See in the normal visual range with or without correction.
Hearing:
Hear in the normal audio range with or without correction. Certification Pay ranging from $100
