00325 The Water Plant Operator performs operational duties related to the safe operation and maintenance of the City's water treatment systems. Responsibilities include inspecting, operating and maintaining all water plant and well field equipment, as well as various physical, chemical and biological testing systems. This position shall also be responsible for making process changes based upon test data and operator knowledge to ensure plant operations are within design parameters. Additionally, this position shall be responsible for maintaining various logs and records related to the operation and maintenance of the City's water treatment systems.
ESSENTIAL DUTIES
Monitor, operate and maintain water treatment equipment such as pumps, valves, motors, electric motor controllers, blowers, filters, membrane systems, chemical feed equipment, automatic sampling equipment and well field equipment. Monitor water treatment processes such as preoxidation, Flocculation / Sedimentation, Filtration and Disinfection processes. Perform various laboratory tests and analysis on process streams for control and reporting purposes. Inspect various water treatment equipment such as flow meters, pumps, clarifiers, chlorinators, blowers, valves, and filters. Monitor and adjust plant equipment and processes in order to ensure that the water treatment plant is operating in accordance with all applicable State and Federal requirements. Perform other related duties as assigned.
MINIMUM QUALIFICATIONS
Knowledge of:
Federal, state and local rules and regulations related to water treatment operations. Conventional water treatment and membrane system processes, including Electro dialysis, dual media filters, clarifiers, disinfection. The operation and general maintenance of equipment commonly found in a water treatment facility. Basic laboratory testing practices used for process control and regulatory compliance.
Ability to:
Safely operate the full range of equipment commonly found in water treatment facility. Utilize required PPE, including special fitted full face respirator. Communicate in English, clearly and concisely, orally and in writing. Comprehend and make inferences from written material and instructions. Monitor and interpret gauges, digital displays and various recording devices to ensure compliance with prescribed safety and/or operational guidelines. Lift and carry a minimum of 60lbs without assistance. Work varying shifts to include days, evenings, weekends, holidays, overtime and on-call as assigned. Establish and maintain effective and harmonious working relationships with co-workers, supervisors, management, regulatory officials and the public.
Experience and Education:
 Any combination equivalent to the level of experience and education that would likely provide the required knowledge and abilities will qualify.
Experience:
Previous exposure to preventative maintenance practices and basic repair work on pumps, motors and/or other related mechanical/electrical equipment. Previous work experience in the operation of water treatment systems is highly desired.
Education:
High School Diploma or equivalent as certified by proper authority. Previous formal training related to mechanical and/or electrical technology or completion of a course of instruction related to water treatment operations would be desirable.
Licenses:
Possession of a valid Class "C" or greater Driver's License. All incumbents assigned to this position shall be required to obtain a valid level "C" Ground and Surface water treatment plant operator's certifications issued by the State of Texas within eighteen months from date of hire and maintain such certification as a condition of employment. Prior to obtaining certifications, the incumbent will be titled as Water Plant Operator•Trainee, Grade 17. Once license is obtained, will be advanced to Grade 18 at a higher rate of pay.
ENVIRONMENTAL FACTORS
Incumbents assigned to this position may be required to work varying shifts including days, evenings, weekends, holidays, overtime and on-call as assigned. Incumbents assigned to this position can reasonably expect to be exposed to all weather conditions and various hazardous substances such as biological and chemical agents on a routine basis. Additionally, incumbents assigned to this position can expect to be exposed to various hazardous work environments and must be physically capable of utilizing required PPE, including special fitted full face respirator. Observation of pump and motor operation and other routine monitoring of equipment and processes require the incumbent to be physically able to climb steps, stairs and ladders and bend and stoop frequently on a daily basis. Personal safety and chemical spill response procedures require that incumbents assigned to this position be physically capable of hearing audible alarms and sirens. This position has been classified as a "safety-sensitive" position. All incumbents assigned to a "safety-sensitive" position shall be required to comply with all provisions of the City of Sherman, Texas Commercial Motor Vehicle Driver's Drug and Alcohol Testing Program.
