Job Description
JOB Manages the operation of potable water treatment plants, industrial water treatment plants, water booster pump stations, water storage tanks, wastewater treatment plants, the industrial pretreatment program, bio solids treatment and disposal, and wastewater pump stations. Purchases equipment needed. Approves instrument repairs. Reviews monthly operations reports. Evaluates process control parameters. Selects engineering consultants for design and construction assistance, bids projects and selects contractors. Fills vacant positions and oversees employee training; preparing budgets and CIP, monitors expenses and revenue. Keeps communication up and down the line of command. Schedules operator training events. Keeps current on regulations, technologies and legislations affecting water and wastewater issues.
Approves expenditure by reviewing and recommending approval of invoices; preparing requisitions; reviewing charge cards expenditure; and checking budget and expenses to ensure no over runs exist.
Checks permit compliance by reviewing operating reports (monthly and annually for water and weekly, monthly and annually for wastewater); reviewing required sampling results for water (chemical and bacteriological results - daily, weekly, monthly, quarterly, annually); and inspecting treatment plants, water booster pump stations, water tanks and wastewater pump stationsMonitors regulation changes and legislations by working with various organizations on proposed regulation changes/updates on legislation; conducting conference calls with various organizations regarding issues affecting water and wastewater; and writing letters in order to support/not support certain issues.
Prepares budgets by collecting information from staff on items needed for the upcoming year; reviewing history of operating expenses; determining if reductions can be made.
Manages personnel at water and wastewater treatment plants by performing evaluations, training (OTJ and required training for license renewal for operators); coordinating work tasks; scheduling staff meetings; writing SOPs; and writing reports when needed.
Performs construction management by having periodic inspections; evaluating change order requests; and reviewing and recommending approval of pay requests.
Adequate vision, hearing and talking to drive, use computer, and communicate effectively with others.
May frequently experience time pressure, change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and noisy/distracting environment.
May occasionally experience emergency situations, irregular work schedule/overtime, and tedious or exacting work.

MACHINES, TOOLS, EQUIPMENT, SOFTWARE AND
HARDWARETypically requires use of standard office equipment, and any other equipment as appropriate or required. WORK ENVIRONMENTThe work is typically performed in an office setting, primarily at a desk in a quiet environment, where the employee is not exposed to environmental hazards and does not normally require the use of protective equipment. There are occasional visits to job sites, where the employee may be exposed to chemical, respiratory, and mechanical hazards.
