Job Description

None Education and Experience :
Bachelor's Degree or higher in Business or Public Administration , P lanning, A ccounting, or a related field, and four (4) years of grant administration experience, including two (2) years of supervisory experience.
Licenses and Certifications :
Valid Texas Class "C" Driver's License or equivalent from another state by date of appointment. Under general direction, manage, plan, and coordinatePublic Health Department grant-funded projects. Prepareallgrant applicationpackets for renewal and submission.
Involves:
Schedule, organize,and conduct planning activities.

Preparelong-term and short-termgrant goals for the department.

Prepare application packets for funding categories. Conductgrantworkshops forapplicationsand review proposals for eligibility. Coordinate staff andleadershipreview of proposals. Prepare information materials fortheCity Council. Overseedevelopment of grant programs, project scope,and deliverables.
Involves:
Submittingfinancialreports to fundingagencies.

Monitor expenditure of funds and ensure compliance with local, state,and federal rules and regulations. Maintainappropriate expenditurerate for all Federal, State,and or local grants.

Research program regulations and consult with grantor officials to makeaccurateeligibility determinations and proper policy interpretation.

Represent the department and provide technical support, information,and guidancetoexecutiveleadershipas necessary.

Schedule and attend committee meetings, as well as City Council, professional meetings, and other gatherings,torepresentthe department.

Managegrant budgetexpenditures andallocatefunds effectively. Createand analyzegrant projections and cost estimates.

Approve grant-related billing and seek maximum reimbursement. Manage the complete acquisition, deployment, and installation of grant assets, including physical property, hardware, software, and broadbandtechnology.
Involves:
Ensure fullcompliance with regulationsand grant requirements.

Createa training session for department staff responsible for supervisinggrant funds.

Direct employee activitiesin order tomaintainnecessary accounting records, cash flow, cost accounting information, andpreparefinancial statements for all grant funds received by the department.

Approve andexpeditegrant-related purchases, expenditures, and vendor payments.

Provide Health Leadershipguidance and directionongrantdevelopment and major purchases.

Prepare for annual auditand conduct post-auditfinancialreporting. Prepare complex, comprehensive documents for all grants and programactivities.

Attend entrance and exit audit interview meetings and work oncreatingthe final response to funding agencies.

May be assignedincidental duties. Supervise assigned personnel.
Involves:
Schedule, assign, guide,and check work.

Prioritize and coordinate unit activities.

Appraises employee performance. Provide staff training and development.

Enforce personnel rules, regulations, and work standards.

Counsel, motivate,andmaintainharmony.
