The Family and Community Engagement Manager oversees a broad range of services supporting the overall well-being of children and families enrolled in Early Head Start and Child Care Partnership programs, including family engagement, education, health and safety, nutrition, disabilities services, mental health and wellness, enrollment and eligibility, and quality assurance. This position works closely with program staff, specialists, and community organizations to ensure services meet all federal and program requirements while addressing the unique needs of each child and family. Working in partnership with our people, the Family and Community Engagement Manager builds strong family partnerships and connects families to resources and opportunities, helping create a supportive environment where children can thrive and families can achieve their goals. The role leads and supervises Family Case Managers, Home Visitors, and Cultural Coordinator, fostering culturally responsive service delivery aligned with CITC's mission and values.
Duties and Responsibilities:
Lead hiring, supervision, and professional development of Family Case Managers, Home Visitors, and Cultural Coordinator, including performance coaching, feedback, and annual reviews. Oversee Policy Council and PFCE Framework implementation to strengthen family and community engagement partnerships. Direct comprehensive family services programs ensuring coordinated, culturally responsive support that addresses participants' social, emotional, health, and educational needs. Partner with Instruction leadership to support inclusive services for children with disabilities, including IFSP-aligned coordination and social-emotional support through trauma-informed practices. Support compliance with health screenings, immunizations, CACFP requirements, and Head Start standards related to recruitment, enrollment, and attendance. Engage families in child development and school readiness through guidance, resources, home visits, and coordination with external agencies. Build and maintain community partnerships to support referrals, volunteer engagement, and access to resources. Contribute to quality improvement efforts, including self-assessments, corrective action planning, and program-wide communication and collaboration. Serve as Manager on Duty, provide classroom coverage, and ensure appropriate staff-to-child ratios are maintained. Maintain confidentiality according to all state and federal regulations, policies, and procedures. Perform all related duties as assigned.
Job Specifications:
Strong written and verbal communication skills with the ability to interact effectively with diverse populations. Excellent time management with demonstrated ability to manage multiple deadlines and shifting priorities. Proficient in computers, including word processing, email, spreadsheets, and childcare software. Experience working with young children and their families in early childhood or social services settings. Knowledge of local resources supporting family and children's mental health needs. Understanding of trauma-informed practices, including community, intergenerational, and historical trauma. Ability to promote and support racial equity and culturally responsive practices. Demonstrated knowledge and understanding of the social, health, educational, and cultural needs of the Alaska Native and American Indian community. Ability to work independently with minimal supervision as well as collaboratively within a team.

Minimum Qualifications:
Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check. Bachelor's degree in Social Work, Human Services, Early Childhood Education, Public Health, or a related field. Relevant work experience may substitute for the education requirement on a year-for-year basis. Two (2) years of experience in mental health or social work. Two (2) years of supervisory or management experience. Infant/Toddler CPR/First Aid certification, or ability to obtain within 60 days of hire. Current health report required. Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Preferred Qualifications:
Master's degree in Social Work or related field. Experience working in a Head Start or Early Head Start environment. Current or former Head Start parents are encouraged to apply.
Physical Requirements:

Possible exposure to noise and contaminants such as cleaning solvents. Routinely exposed to outdoor conditions, including inclement weather.
