Reporting to the City Manager, this executive-level position serves as the City's primary liaison to state, federal, regional, and local governmental entities and works to advance Seagoville's legislative, funding, and partnership priorities. Key Responsibilities Represent the City before the Texas Legislature, regional organizations, governmental agencies, and other intergovernmental partners. Cultivate and sustain strategic partnerships with neighboring municipalities to advance shared interests including infrastructure, public safety, and economic development. Monitor, analyze, and communicate legislative and regulatory issues impacting municipal operations. Develop and maintain relationships with elected officials, agency representatives, and regional stakeholders. Identify and pursue federal funding opportunities including grants, appropriations, and infrastructure programs aligned with City priorities. Coordinate special projects, policy research, strategic initiatives, and intergovernmental partnerships on behalf of the City Manager. Prepare reports, presentations, briefings, and recommendations for City leadership. Qualifications Master's degree in Public Administration (MPA) or a related field preferred. Texas Certified Public Manager (CPM) designation or equivalent preferred; or willingness to obtain within two years of appointment. Minimum of five (5) years of progressive professional experience in municipal government, government relations, legislative affairs, or a related public sector field. Demonstrated experience engaging with state or federal legislative bodies, regional councils, or intergovernmental agencies required; experience in grant research, writing, or administration preferred. Strong communication, relationship-building, analytical, and organizational skills required. Valid Texas Driver's License required with acceptable driving record. Miscellaneous Information This position operates primarily in an office environment with regular travel to state, regional, and local governmental meetings. Evenings and weekend work may be required based on legislative schedules, council meetings, or special events. The successful candidate must be able to remain in a stationary position for extended periods, operate standard office equipment, and occasionally transport materials weighing up to 25 pounds. Salary Salary Range:
$122,592.50 to $165,860.44 annually. Placement within the range will be based on the selected candidate's qualifications and experience. Employee health, dental and life insurance paid for by the city, two weeks of vacation, 13 paid holidays, TMRS retirement 2:1 at 7%, and longevity pay after 1 year of employment.
