PUBLIC RELATIONS & COMMUNICATIONS MANAGER

July 6, 2026 The Public Relations & Communications Manager is responsible for developing, leading, and executing a comprehensive communications strategy for Pacific County Public Utility District No. 2. This position serves as the District's primary spokesperson and communications authority, managing all internal and external communications across electric, water, and fiber service lines. The Manager builds and protects the District's public reputation, leads proactive customer engagement and outage communications, oversees media and government relations, and ensures that the District's significant achievements and community value are clearly and consistently communicated to customers, legislators, and the public. This is a senior management position and a member of the District's Leadership Team. The Manager operates with significant independence and exercises considerable judgment in determining communications strategy, managing sensitive issues, and representing the District in public settings. Strategic Communications Leadership
  • Develop, implement, and manage a comprehensive annual communications plan aligned with the District's strategic plan and goals.
  • Serve as a member of the Leadership Team, contributing to organizational direction, policy development, and decision-making.
  • Establish and maintain the District's communications brand standards, messaging framework, and editorial voice across all platforms.
  • Build and maintain a proactive content calendar ensuring regular, consistent communications with customers, employees, and stakeholders. Media & Public Affairs
  • Serve as the District's designated spokesperson for all media inquiries, press releases, interviews, and public statements.
  • Proactively develop and distribute press releases, media advisories, and story pitches to local and regional outlets.
  • Build and maintain working relationships with journalists, editors, and media representatives covering the District's service territory.
  • Monitor news publications, social media, and legislative channels for issues relevant to the District and prepare briefings for the General Manager and Commission.
  • Represent the District at community events, public meetings, legislative sessions, and speaking engagements as assigned. Crisis & Outage Communications
  • Develop and maintain the District's crisis communications protocols, including designated spokesperson procedures, media kits, and coordinated emergency messaging.
  • Lead all public communications during unscheduled outages and emergency events, providing real-time multi-channel notifications (text, email, social media, website).
  • Be available for on-call duty during major outages and emergencies to fulfill public information responsibilities.
  • Ensure accuracy, consistency, and timeliness of all outage and emergency communications to customers and media. Digital & Customer Communications
  • Oversee and manage the District's website content, ensuring it is current, customer-friendly, and reflects organizational priorities.
  • Manage the District's social media presence with a systematic posting strategy and consistent community engagement.
  • Produce and distribute customer communications including the customer newsletter, bill inserts, annual report, advertising, and seasonal campaigns.
  • Lead customer education efforts on rate changes, program benefits, energy efficiency incentives, and other topics of customer interest, providing context and storytelling that builds trust.
  • Champion clear, accessible language in all customer-facing communications, replacing technical and bureaucratic messaging with customer-benefit framing. Community & Government Relations
  • Develop and maintain relationships with community organizations, local government entities, economic development partners, and key stakeholders across the District's service territory.
  • Coordinate and promote District participation in community events, sponsorships, and public education initiatives.
  • Monitor and report on legislative and regulatory activities that may affect the District; assist the General Manager in developing communications strategies around legislative engagement.
  • Ensure Commissioners and District leadership are informed of community interests, public sentiment, and emerging issues in the service territory. Program Promotion & Storytelling
  • Develop professional marketing campaigns and communications to promote District programs including energy efficiency rebates, bill assistance programs, broadband services, and customer incentives.
  • Transform technical achievements (rate competitiveness, infrastructure investments, grants secured, service improvements) into compelling customer-focused stories that demonstrate the District's value.
  • Produce content that positions Pacific County PUD No. 2 as a community asset: reliable, affordable, and customer-focused.
  • Oversee production of the District's Annual Report and other major public-facing publications. Administrative & Commission Support
  • Attend Commission meetings and prepare media summaries for employees, commissioners, and interested parties.
  • Maintain records and documentation for communications and public relations activities in accordance with the District's records management program.
  • Manage the communications budget, including vendor relationships for design, printing, advertising, and digital tools.
  • Perform other duties as assigned by the General Manager.
Additional Information:
Knowledge, Skills & Abilities
  • Thorough knowledge of communications, public relations, marketing, and media relations principles and best practices.
  • Demonstrated ability to develop and execute strategic communications plans that align with organizational goals.
  • Excellent written and verbal communications skills, including the ability to write clearly and compellingly for diverse audiences (customers, media, legislators, employees).
  • Strong media relations skills with the ability to manage press inquiries, conduct interviews, and build productive relationships with journalists.
  • Ability to manage crisis and emergency communications under pressure, including real-time multi-channel outage notifications.
  • Proficiency in digital communications platforms including website content management systems, social media management tools, and email marketing platforms.
  • Working knowledge of graphic design and desktop publishing tools (e.g., Adobe Creative Suite, Canva) or the ability to direct design work with vendors.
  • Ability to analyze public sentiment, monitor media coverage, and provide strategic counsel to leadership on communications risks and opportunities.
  • Strong project management skills with the ability to manage multiple concurrent priorities, meet deadlines, and adapt to changing circumstances.
  • Ability to exercise sound and independent judgment on sensitive, confidential, and high-profile matters.
  • Ability to build effective working relationships across departments, with elected officials, and with community partners.
  • Knowledge of Washington State Public Records Act and experience managing public communications in compliance with public records requirements. Education & Experience
  • Bachelor's Degree in Communications, Journalism, Public Relations, Marketing, Public Administration, or a closely related field is required.
  • Minimum five (5) years of progressively responsible experience in communications, public relations, or public affairs, with at least two (2) years in a senior, lead, or management role.
  • Experience working in a public utility, municipal government, or other public sector environment is strongly preferred.
  • Demonstrated experience managing crisis or emergency communications.
  • Experience in digital communications, including social media management and website content oversight.
  • Experience working directly with elected boards, commissions, or senior leadership is preferred.
  • Public speaking experience and demonstrated ability to represent an organization in community and media settings.
