The closing date for this position is 11:59 p.m., June 14, 2026 Position Summary Do you love telling stories, are bilingual in English and Spanish, and energized by the idea of doing meaningful work that directly serves your community? Then you might be just what we are looking for. The City of Hillsboro is seeking a Bilingual Communications Specialist to join the City Manager's Office (CMO). This position serves as the City's primary Spanish-language communications resource and a key multimedia content producer. You'll produce bilingual videos, support our Spanish-language translation program, create social media content, and show up in person at community events, markets, and neighborhood meetings. This role sits at the intersection of creativity, community, and public service. We're looking for someone with a background in content creation, video production, writing, and who is fully bilingual in English and Spanish. Members of our team are routinely out in the community at events, markets, and neighborhood meetings. Our Ideal Candidate Fully bilingual in English and Spanish (spoken and written) — required Background in videography, content creation, journalism, photography, news writing, and/or related field. Experience with digital cameras (DSLR/mirrorless), iPhones/smartphones, and videography equipment, including lighting and sound Proficient in video editing (Adobe Premiere Pro required) and photo editing (Photoshop, Lightroom, or equivalent) Proficient in Adobe Creative Suite, Canva, and Microsoft Office 365; familiar with AI-assisted editing, captioning, and creative production tools Knowledge of social media platforms, analytics, audience engagement, and metrics for optimal reach Knowledge of social media management and scheduling tools Knowledge of live video streaming on YouTube and Facebook Comfortable appearing on camera and interacting with others Comfortable engaging with community members and community partners, including local businesses, organizations, and others. Able to operate a teleprompter Skilled at translation/transcreation in English and Spanish Capable of managing multiple competing priorities; able to work effectively and independently Exceptional organizational, time-management, research, and written/verbal communication skills Examples of Essential Work Produce, shoot, edit, and publish video and photo content for bilingual social media, YouTube, and City platforms Design and deliver compelling content for social media and mass distribution — including writing, photos, videos, and graphics — in English and Spanish Support live video streams on YouTube and Facebook; maintain YouTube channel content, and bilingual captions Create and schedule bilingual social media content for Facebook, Instagram, YouTube, and other platforms; support community management and engagement on social media Stay current on social media trends, platform updates, and best practices; research peer organizations and recommend new strategies Support and/or lead the City's translation program: coordinate Spanish-language communications across departments, respond to high-priority translation requests, and oversee the Spanish Resources Guide Support and/or lead coordination of staffing at Latino community events, including the Latino Cultural Festival and El Grito celebration Serve as backup for Spanish-language email production (GovDelivery) and social media; support PowerPoint presentations and other digital materials as needed Maintain the City's photo and video library; collaborate with the Digital Communications Lead, CMO team, Public Information Officers, and others Represent the City at community events and serve as an on-camera representative as needed Ability to provide customer service support in Spanish via email, phone, or in-person, and other duties as needed Acceptable Experience and Training Bachelor's degree in communications, journalism, digital media, marketing, fine arts, or a related field, and four (4) years of experience in digital communications, web management, or a related field; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Additional Preferred Qualifications Two (2) or more years of experience in video production Experience researching, writing, and creating a broad range of digital content for a diverse community Communications experience in a government, public sector, or related area Background in community outreach or engagement, particularly with Latino or Spanish-speaking communities Experience coordinating community events or cultural programs Familiarity with GovDelivery or similar government email marketing platforms Valid Driver's License and safe driving recordApplication and Recruitment Timeline:
