Job Description:
Core Responsibilities:
Stakeholder Management & Requirement Engineering
  • Act as the primary liaison between business units, leadership, and engineering teams
  • Lead discovery sessions to gather and analyze business requirements
  • Translate business processes into technical specifications, architecture maps, user stories, and acceptance criteria
  • Build and prioritize structured product backlogs Technical Leadership & Platform Governance
  • Collaborate with enterprise architects, security teams, and DBAs to evaluate technical feasibility and mitigate risks
  • Ensure solutions align with IT governance frameworks and compliance standards
  • Evaluate APIs, data integration strategies, and existing software platforms
  • Support buy-vs-build decision-making processes Communication & Documentation
  • Establish documentation standards for developed solutions
  • Prepare and present project status updates to management and stakeholders
  • Maintain detailed technical and operational documentation Continuous Process Improvement
  • Identify opportunities to improve project intake and prioritization processes
  • Develop templates, procedures, guidelines, and training materials
  • Draft technical policies and agency guidance documentation
Preferred Qualifications:
  • 4+ years of Product Management or Technical Program Management experience
  • Experience within government, enterprise IT, or transportation technology environments preferred
  • Familiarity with data pipelines, GIS/spatial systems, cloud infrastructure (Azure/AWS), and enterprise platforms such as ServiceNow
  • Strong understanding of technical architecture, integrations, and data structures
  • Vendor management and contractor coordination experience preferred
