OTI is hiring a user-centric and outcomes-driven Chief Product Development Officer (CPDO) to lead all software application development at OTI and citywide. Reporting to the Chief Technology Officer (CTO), the CPDO will serve in an agency leadership role and be responsible for all Core Technology delivery within the OTI software service catalog. Core Technology delivery includes, but is not limited to: product management, user research, UX & UI design, enterprise architecture, implementation, quality assurance, build & release management, devops, performance testing, integration, data analytics and reporting, geospatial analysis. This role will be responsible for instituting/revitalizing modern product development practices such as: Lean, Agile, Design Thinking, Continuous Discovery, Rapid Prototyping, DevOps & Continuous Integration/Continuous Deployment (CI/CD), Containerization, Open Source, Data-Driven & AI-Assisted Development, etc. The Product Development Team will also serve as a strategic advisor for technology citywide. This includes understanding all agency software application tools & technologies, their go-forward needs, advising them on architecture, needed resources, off-the-shelf tools, and appropriate orgs if contracting/consulting is necessary. The selected candidate will work with leadership and team to develop a Product Development Strategic Roadmap and ensure that the Prod Dev Team achieves all established OTI service level targets, but also implement strategies to continuously improve services with a focus on customer centricity and operational efficiency and citywide shared objectives. Responsibilities will include but not limited to: Partner with internal teams to assess existing frameworks and build a tailored reference architecture models that span applications and domains, in order to meet the needs of all agencies.
Governance Leadership:
Collaboratively define and communicate citywide architecture processes, principles, policies, and standards. Continuously review organizational needs, drivers, and strategies to assess their impact on the application architecture and proactively identify and mitigate associated risks. Oversee the evaluation, selection, and procurement process for application packages, ensuring alignment with architectural standards and customer needs. Establish a great working relationship with CIOs at all agencies.
Leverage Emerging Technologies:
Track, identify and evaluate emerging technologies that can enhance the overall product development process. Stay current on Industry Best Practices for the software development industry. Oversee special projects and initiatives.
