): Summary of thePosition:
Oversees daily operations of the NASA Stennis Space Center Measurement Standards & Calibration Laboratories (MSCL). Assigns work and directs technicians in their daily activities. Develops training plans for cross training and technician development. Evaluates performance and provides feedback to technicians. Tracks technician measurement area proficiencies. Develops plans for long term continuity of operations including staffing, equipment purchase recommendations, technician growth, etc. Sets goals and objectives for the MSCL. Reviews and approves work requests. Evaluates new work in regard to MSCL capabilities. Supports the Quality Management System (QMS) by ensuring work meets established quality assurance standards, preparing for and participating in audits and accreditations. Supports and contributes to the Safety Program. Participates in Safety Program activities. Evaluates work requests and process to ensure all work is completed safely. Supports the NASA Metrology and Calibration Working Group (MCWG), NCSLI activities, and other professional and agency organizations. Represents the MSCL to customers as the primary interface between calibration managers and the MSCL. Works to improve and ensure customer satisfaction. Develops, reviews, and improves processes and procedures including calibration procedures, organizational standard operating practices, policies, and procedures. Primary/Major Duties and Responsibilities (Essential Functions): Plans, organizes, and coordinates the activities of personnel involved in the rework and calibration of Inspection, Measurement and Test Equipment (M&TE) traceable to the International System of Units (SI). Establishes and maintains schedules that are consistent with work requests, budget, and time constraints. Maintains awareness of progress being made on assignments and keeps program manager, customers and company supervision (when required) informed on the status of all phases of the Metrology program. Evaluates capital equipment requirements, make recommendations for procurement, compiles data and justifications as needed, and provide oversight to the preparation of procurement packages. Maintain technical liaison with customers to enhance communication, planning, and coordination of task requested. Provides independent judgment and evaluation of solutions to technical problems associated with metrology activities and conducts and/or directs more complex technical tasks associated with lab and field operations. Approves standard operating and calibration procedures and trains personnel as required. Maintains and assures compliance with Quality Assurance, Safety, company policies and procedures. Occasional observation of in-place and in-situ calibrations.Secondary Duties and Responsibilities:
Possible assignment as Assistant Radiation Safety Officer (RSO). Other duties as assigned.Independence:
Provides guidance and leadership to subordinates based on organizational goals and company policy. Interprets, executes, and recommends modifications to organizational policies. The Laboratory Manager operates with a high degree of independence under established policies and procedures with limited general supervision from the Program Manager. Maintains technical liaison with customers, their representatives, and contact with other laboratory professional/scientific personnel. Serves as a specialist for evaluating and solving complex technical problems and provides innovative approaches for non-routine tasks.Pay Rate:
$70,000 to $82,500 AnnuallyREQUIRED QUALIFICATIONS AND EXPERIENCE
Required Education and Experience:
Degree from an accredited college, or equivalent experience/combined education. AES Management will have selection discretion, professional experience in metrology and business along with specialized training commensurate with assignment should be considered. Demonstrated leadership ability and good communication skills are required. Proficient in the use of Microsoft Office suite of applications. Preferred Education and Experience Skill in operating and calibrating sophisticated instrumentation. Competency in developing, modifying and writing calibration methods and procedures. Professional knowledge of metrology principles, theories, practices, and established methodology. Familiarity with MetCal Automated Calibration Routines. Continuing Education on relevant or related subject matters. Participation with relevant or related professional organizations (ASQ, NCSLI, IEEE, ANSI, etc).
