Job Description The third level of the Human Services Support Series is responsible for administering a defined human services function, process or service that directly supports the day-to-day operations of the human services of the County. Responsibilities may include supervising staff; identifying and proposing operational modifications; preparing and monitoring an assigned budget; assigning and reviewing work of support staff; scheduling support staff; and establishing and enforcing work procedures and processes. Facilitates both onboarding and continuous growth within their unit, ensuring new employees are equipped with the tools, knowledge, and support necessary to succeed. Designs and maintains unit specific training systems, supports continuous learning, and champions consistent, equitable access to professional development. Oversees daily operations of programs and services within the unit, ensuring they are delivered effectively, equitably, and in compliance with federal, state, and local regulations. Actively monitors quality, evaluates workflows, identifies opportunities for improvement, and adapts practices to meet evolving client and community needs. Guides resource planning and fiscal stewardship by contributing to the preparation, monitoring, and management of unit budgets. Analyzes financial and operational data to inform decisions, recommend resource allocations, and ensure fiscal responsibility. Builds and maintains collaborative partnerships with internal teams, external agencies, and community stakeholders. Represents the unit and agency in meetings, workgroups, and committees; resolves escalated concerns; and supports planning and coordination of services and strategic initiatives. Engages in cross-functional leadership by serving on internal and external committees, participating in agency strategic planning efforts, and responding to client complaints or system-level concerns with professionalism, empathy, and collaborative problem-solving. Ensures data-informed practice by reviewing and interpreting documentation, reports, and performance metrics. Oversees accurate and timely recordkeeping and reporting; uses data to guide decision-making, assess impact, and ensure compliance with applicable standards and agency policies. Serves as a trusted resource and liaison for internal partners at all levels, including peer supervisors, the Deputy Director, and Director, offering operational guidance, interpreting policies, and helping resolve complex service, procedural, or systems-based problems or questions that arise across units. Promotes a unified and professional agency culture through transparent communication, ethical leadership, and modeling of inclusivity and equity. Supports agency-wide communication strategies, chairs support team meetings, and facilitates knowledge sharing across units. Champions a culture of continuous improvement by encouraging innovation, supporting staff engagement, and aligning unit practices with agency values and strategic goals. Provides leadership and oversight of the eligibility unit, ensuring equitable access to public assistance programs such as SNAP, MFIP, CCAP, Health Care, and General Assistance. Builds a supportive, accountable team culture by providing coaching, performance feedback, and individualized professional development aligned with agency values and policy expectations. Guides operational excellence by planning, coordinating, and evaluating the day-to-day delivery of eligibility services. Ensures consistency and compliance by interpreting DHS bulletins and announcements, implementing timely policy updates, and facilitating structured communication and training across the unit. Leads with a quality and compliance mindset, conducting routine case reviews, managing program audits (e.g., SNAP Management Evaluation), coordinating appeal responses, and preparing corrective action plans. Supports accuracy, integrity, and compliance with federal, state, and local regulations, while also mentoring staff through the complexity of program guidelines. Coordinates and delivers training strategies that support new employee onboarding, continued learning, and implementation of policy or systems changes. Develops training paths, facilitates in-service sessions, and ensures staff have the knowledge and confidence to manage their caseloads accurately and compassionately. Serves as a technical and strategic resource to staff, leadership, and partner professionals. Offers policy and procedural consultation across the agency and coordinates resolution of complex eligibility issues involving appeals, fraud referrals, Managed Care issues, or interagency disputes. Oversees program-specific financial planning and resource management, including the development and execution of the MFIP Biennial Service Agreement, CCAP Fund Plan, and Health Care Access Plan. Monitors Emergency Assistance and other allocations to ensure responsible use of program funds in alignment with client needs and fiscal guidelines. Acts as a key liaison for data privacy, information security, and state systems access. Manages data security audits, serves as the County's Security Liaison for key eligibility systems, and ensures responsible handling of sensitive information across unit operations. Coordinates estate recovery processes to ensure compliance, continuity, and appropriate recapture of funds. Develops internal procedures, prepares and processes legal documentation, and maintains clear, accessible records in collaboration with legal partners and families. Supports agency adaptability and service continuity by providing direct casework coverage during staff transitions, training periods, or emergent caseload needs. Maintains expertise in eligibility program functions and serves as a hands-on leader when needed. Champions a client-centered and equity-driven approach to eligibility work by promoting respectful service delivery, identifying gaps in access or process, and recommending changes to improve client experience, program efficiency, and outcome equity. Performs other duties as assigned in support of the agency's mission and client-centered service delivery. Education and/or Experience
TRAINING AND EXPERIENCE REQUIREMENTS
Associate's degree or two-year technical certificate in Social Work or related field and three years related experience, or an equivalent combination of education and experience.

PHYSICAL REQUIREMENTS
Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally. Incumbents may be exposed to environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel to external locations/organizations.
