The Mobility Planner at Knoxville Area Transit (KAT) plays a key role in delivering a positive ridership experience for customers by overseeing the efficiency and effectiveness of our para-transit (Lift) and micro-transit system. This position oversees and respond to operational challenges in real-time. The position coordinates efficient daily transportation for passengers with disabilities, using specialized software to create, monitor, and adjust vehicle routes and driver assignments. They ensure ADA compliance, maximize productivity, and resolve scheduling conflicts to ensure timely service. This position is responsible for establishing service standards, training programs, and performance metrics that align with KAT's Mission. The ideal candidate is a proactive leader with strong communication and organizational skills, capable of motivating staff, resolving service delivery problems, and optimizing service workflows. This role requires a deep understanding of transit operations and a passion for improving service delivery through data-driven decision-making and team development.VETERAN COMMITMENT STATEMENT

Operations Oversight (50%): Coordinates with other para-transit/micro-transit dispatchers to ensure policies and procedures are clearly communicated and consistently followed. Monitor paratransit and microtransit service to ensure connectivity between different transportation modes. Analyzes routes to maximize productivity, ensuring efficiency. Utilizes scheduling software to develop, review, and adjust daily vehicle routes and driver schedules. Ensure service is following ADA requirements and KAT safety protocols. Operational Reporting (30%): Monitor mobility software and prepare monthly KPI reports on performance and demand. Analyze service and usage trends to revise scheduling and improve efficiency. Review current workflows and implement optimal work processes; develop and maintain an Operating Manual. Update, maintain, and enter data for daily and monthly reports to KAT management. Maintain effective communication with other departments within Operations and Administration. Policy Compliance and Organizational Support (20%): Establish standards and training programs; ensure ongoing compliance. Share responsibility for implementing and communicating KAT's EEO Policy and Safety Program. Support organizational goals by fostering a culture of responsiveness, professionalism, and continuous improvement. Perform other duties as directed by the Executive Director.MINIMUM QUALIFICATIONS
Education High school diploma or equivalent. Experience Minimum three (3) years experience in a transit organization, with at least one (1) year in a supervisory role. Experience supervising ADA paratransit operations, leading teams, and creating solutions to improve service delivery is strongly preferred. Military experience may be accepted in lieu of equivalent experience or education.KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of the street system of Metropolitan Knoxville and KAT's transit routes, rules, and regulations. Understanding of ADA paratransit service regulations Strong analytical skills, including ability to compute rates, ratios, and interpret bar graphs. Proficient in Microsoft Outlook and transit-related systems such as dynamic dispatch and scheduling software. Ability to solve practical problems and interpret instructions in various formats. Ability to understand and use computer programs related to schedule and route information Ability to write reports, business correspondence, and procedure manuals Ability to effectively present information and respond to questions from managers, clients, or other employees of the organization Verifiable experience demonstrating ability to motivate and lead staff.PHYSICAL DEMANDS
