Summary:
The Neighborhood Improvement Division (NID), part of the Ormond Beach Police Department, is responsible for the City's code enforcement. The supervisor of this division oversees NID personnel engaged in code enforcement activities throughout the enforcement process. Perform duties in accordance with Florida State Statutes, Land Development Code, Code of Ordinances, and assists in developing, implementing, and enforcing departmental policies, procedures, and guidelines. This position reports to the City's NID Manager.Essential Duties and Responsibilities:
Supervises both NID enforcement officers and Environmental Improvement Officer throughout the code enforcement process, from initial complaint to magistrate hearings. Ensures that officers are adhering to relevant statues, codes, and ordinances in carrying out job duties. Oversees division workflow process and assignments, and recommends modifications as needed to improve efficiency and service levels. Reviews various staff reports and forms for accuracy, completeness, and adherence to department policies, procedures, and regulations. Responsible for analyzing performance metrics for enforcement efforts, including specific case information, labor costs, compliance rates, etc. Attends various community and civic group meetings and conferences, as directed. Maintains current knowledge of changes in laws, new methods of code enforcement, and other trends and developments in code enforcement. Oversees and prioritizes response to calls for code enforcement services.. Provides information and/or assistance to the public by answering a wide range of code enforcement inquiries, informing citizens of available services in the community, and providing referrals to other city, county, and state agencies when applicable. Supervises code enforcement investigations and supports the review and resolution of complex cases through compliance efforts up to and including magistrate hearings. Coordinates with other City departments as needed to properly apply and communicate code requirements in a variety of complex situations. Plan and prioritize work assignments based on department and City goals and objectives. Participates in staff performance evaluations and disciplinary actions. Provides training on law, Land Development Code, Code of Ordinances, and policy changes to employees. Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts. Meets attendance requirements. Promotes positive customer service environment internally and externally. Performs other job related functions as assigned.Supervisory Responsibilities:
Supervises Neighborhood Improvement enforcement officers and administrative staff. Education and/orExperience:
High school diploma, GED, or equivalent, supplemented by five years with progressive supervisory experience. Must be able to successfully complete all four (4) levels of the Florida Association of Code Enforcement (F.A.C.E) certification within two (2) years of hire.Qualification Requirements:
