POSITION SUMMARY
Tharseo IT is seeking a senior OCI Networking Engineer (Level III) to support a federal program as a subcontractor to a prime integrator. The engineer will design, implement, and harden the cloud networking layer of an established Oracle Cloud Infrastructure (OCI) environment, with primary responsibility for F5 hardening and integration, OCI virtual network design, and secure connectivity between cloud, on-prem, and hybrid environments. This is a hands-on senior engineering role combining network architecture, cloud networking, security hardening, and infrastructure-as-code automation. The successful candidate will bring deep production experience with OCI networking and F5 platforms and the ability to operate independently within an agile delivery team.
CLEARANCE AND CITIZENSHIP REQUIREMENTS U.S.
Citizenship is required. Active Secret clearance is required at time of application. Must be eligible and willing to upgrade to Top Secret clearance; active Top Secret clearance is strongly preferred. Must be able to obtain and maintain a DoD Tier 3 (T3) investigation at minimum, with the ability to support upgrade to Tier 5 (T5) as program needs require.
QUALIFICATIONS
Bachelor's degree in Computer Science, Information Technology, Engineering, or a related discipline; Master's degree preferred. Minimum of eight (8) years of progressive experience in network engineering and architecture, with a substantial portion in senior-level cloud networking and production network operations. Active Oracle Cloud Infrastructure (OCI) certification at the Associate level is required (e.g., OCI Architect Associate or OCI Networking Associate); OCI Architect Professional certification is strongly preferred. Extensive hands-on experience with F5 platforms, including F5 hardening, configuration of
LTM/ASM/APM
modules, load balancing policies, SSL/TLS termination, and integration of F5 with cloud-hosted applications. Demonstrated production experience designing and operating OCI networking, including Virtual Cloud Networks (VCNs), subnets, route tables, security lists, network security groups (NSGs), gateways, FastConnect, and site-to-site VPN connectivity. Strong working knowledge of enterprise routing and switching protocols (BGP, OSPF) and Layer 2 through Layer 7 troubleshooting across cloud and hybrid environments. Hands-on experience with network security technologies including firewalls, network segmentation, IDS/IPS, VPN and remote access solutions, and Zero Trust network architecture patterns. Experience with network automation and infrastructure-as-code, including Terraform for provisioning cloud networking, and Ansible or Python for configuration management and operational automation. Experience designing high-availability, resilient, and disaster-recovery-capable network architectures across multi-site and hybrid environments. Familiarity with federal security and compliance frameworks (NIST 800-53, NIST 800-171, FISMA, FedRAMP). Experience working in agile, Scrum-based delivery teams using Jira for story and sprint management. Strong written and verbal communication skills, with the ability to engage directly with application owners, security teams, and customer stakeholders.
Preferred certifications:
CCIE (Enterprise Infrastructure or Security), CCNP Enterprise, F5 Certified Technology Specialist, or CISSP.
Preferred:
prior experience supporting a federal program in a subcontractor capacity, and exposure to Oracle vendor support workflows.
DUTIES AND ENGINEERING WORK
Analyze complex system and security requirements and design network architectures, subsystems, and supporting infrastructure to satisfy program objectives. Lead F5 hardening activities including configuration baseline reviews, security policy tuning, certificate and key management, and remediation of identified vulnerabilities. Design and implement OCI networking constructs (VCNs, subnets, route tables, NSGs, security lists, gateways, FastConnect, VPN) to support application onboarding and secure connectivity. Architect and implement secure network integration between cloud, on-prem, and hybrid environments, applying segmentation and Zero Trust principles where appropriate. Author, review, and maintain Terraform code and Ansible playbooks to provision and manage networking infrastructure consistent with established design patterns. Review existing network designs and infrastructure code to identify and implement refinements, improve resilience, and reduce operational risk. Estimate development effort, cost, and schedule for assigned work, using formal specifications and accepted design techniques where appropriate. Execute Jira stories during sprint cycles, participate in daily scrum, and provide status updates on assigned tasks and blockers. Troubleshoot complex connectivity and performance issues across Layer 2 through Layer 7, including issues involving F5, NSGs, route tables, and cross-environment routing. Supervise software configuration management activities for the assigned scope of work, including network change management and documentation. Collaborate with application teams, security engineers, and peer cloud engineers, and contribute to technical knowledge sharing across the program.
WORK LOCATION AND SCHEDULE
Hybrid or remote, subject to program direction and clearance access requirements. Standard full-time schedule aligned to the program calendar.
