You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience:
One year of specialized experience which includes providing medical disaster guidance for a variety of emergency situations; developing criteria for exercising contingency response plans; and monitoring emergency response program operations to ensure action requirements are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).OR Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Emergency Management.OR Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). EducationFOREIGN EDUCATION

This position requires a 1 year probationary periodduring which the agency evaluates your fitness and whether your continued employment advances the public interest. In making this determination, the agency may consider your performance and conduct; agency needs and interests; whether your continued employment supports organizational or Government goals; and whether it promotes the efficiency of the Federal service. Continued employment requires written certification that it advances the public interest. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is designated as Emergency Essential. You may be required as a condition of employment to take the series of anthrax vaccine immunizations to include annual boosters. May include other immunizations that may be required for this position/for a position you may fill as an emergency essential alternate. Failure to take immunizations may lead to your removal from position or separation from Federal service. Position is considered essential to support DoDs mobilization and wartime mission during periods of increasing tension or mobilization. Position is considered emergency essential because (1) No qualified and immediate replacement exists; (2) having it vacant would/impair effective operation of essential military support system/adversely impact combat mission of deployed forces. Failure to remain in your position may result in separation for the efficiency of the Federal Service, (Ch 75 Title 5 USC; FPM Ch. 752). This position is designated as Key. For positions located within the Continental US (CONUS), the position cannot be vacated during war or national emergency without seriously impairing the mission. Position is designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations. The selecting official has requested a competitive and non-competitive candidate list for this vacancy. If you are eligible for the non-competitive list, you will be evaluated on basic and/or minimum qualifications, as applicable. While required to answer the assessment questions, non-competitive candidates will not be evaluated against the competitive rating & ranking criteria.
