Job Description

Position Summary The Operations & Communications Manager serves as a key administrative and operational support position for the Luling Economic Development Corporation (LEDC) and is responsible for front desk management, office operations, communications, marketing initiatives, stakeholder engagement, and organizational coordination functions that support the daily activities and strategic initiatives of the EDC. This position serves as the first point of contact for the organization and manages front office operations while coordinating public communications, scheduling, website and social media management, event coordination, and general operational support functions. The position regularly interacts with business owners, developers, elected officials, community stakeholders, regional partners, and the public, requiring strong communication, organizational, customer service, and multitasking skills within a fast-paced governmental and economic development environment. This position reports directly to the Executive Director. Workforce development initiatives and related employer engagement coordination shall be directed through the Deputy Director under the direction of the Executive Director. Business retention and expansion (BRE) activities shall be coordinated through the Executive Director. Core Responsibilities Front Office & Office Management Serve as the first point of contact for the organization by greeting visitors, answering and routing phone calls, and managing general office inquiries Oversee daily front desk and office operations, including records management, scheduling, correspondence, and administrative coordination Maintain office supplies, organizational files, calendars, and operational records Board & Executive Support Coordinate board and committee meeting logistics, scheduling, packets, notices, and supporting documentation Record and maintain board meeting minutes and official records Coordinate conference registrations, travel arrangements, and scheduling activities Track organizational deadlines, board appointments, and operational activities Communications & Marketing Manage and maintain the EDC website, social media platforms, and digital communications Draft announcements, newsletters, promotional materials, and public communications Assist with business engagement, and community outreach activities Coordinate event promotions, photography, video content, and public-facing communications Stakeholder & Organizational Support Coordinate with regional partners and community stakeholders Assist with community events, meetings, and public engagement activities Support organizational projects, strategic initiatives, reporting, and operational functions Assist with workforce development initiatives and related employer engagement activities through coordination with the Deputy Director as directed by the Executive Director Assist the Executive Director with communications, scheduling, outreach, and administrative coordination related to business retention and expansion (BRE) initiatives Maintain confidentiality regarding sensitive economic development and organizational matters Perform additional administrative, communications, and operational duties as assigned Reporting Structure This position reports directly to the Executive Director. Workforce development initiatives and related employer engagement activities shall be coordinated through the Deputy Director under the direction of the Executive Director. Business retention and expansion (BRE) activities shall remain under the direction of the Executive Director.
Qualifications:
Minimum Qualifications Associate s Degree or equivalent combination of education and experience in Communications, Marketing, Business Administration, Public Administration, Office Management, Economic Development, or related field preferred Minimum three (3) years experience in office administration, communications, marketing, public administration, economic development support, customer service, or related professional field Familiarity with Texas Type B Economic Development Corporations, municipal operations, sales tax-funded organizations, or related public sector entities preferred Strong written and verbal communication skills Strong organizational, multitasking, and project coordination abilities Proficiency in Microsoft Office Suite, social media platforms, email systems, document preparation, and basic website management Ability to professionally interact with elected officials, businesses, developers, stakeholders, and the public Ability to manage multiple priorities and operational responsibilities in a fast-paced professional environment Strong attention to detail, customer service skills, and ability to maintain confidentiality regarding organizational and economic development matters Experience working with governmental entities, boards, committees, or public meetings preferred
