Park Manager 1 (Orient/Hallock) State of New York
Examples of non-qualifying degrees include but are not limited to accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy and sports management.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Appointees who work in Suffolk County will receive an additional $4,000 annual downstate adjustment. The hiring rate listed combines the statutory hiring rate for PEF Grade 18 ($66,951) with the Location Pay ($4,000). Similarly, the job rate posted is a combination of the statutory job rate ($85,138) and the Location Pay ($4,000). DUTIES AND RESPONSIBILITIES
Under the direction of the Park Manager 2 (SG-21) and the Director of Waterfront Parks (Park Operation Manager 3), the Park Manager 1 serves as the second-in-command for Orient Beach State Park and Hallock State Park Preserve. The incumbent assists in the daily management, coordination, and supervision of operations, maintenance, programming, and administrative functions across both facilities. This role supports the Park Manager 2 in ensuring safe, efficient, and high-quality service delivery while protecting natural, cultural, and historic resources. Duties will include, but are not limited to, the following: Maintenance and Facilities Oversight- Assist with oversight of facility and grounds maintenance operations
- Monitor infrastructure, utilities, and waterfront systems to ensure proper operation
- Identify maintenance needs and assist in prioritizing repairs
- Conduct routine inspections to ensure safety and compliance with standards
- Assist in overseeing concession facilities and operationsAdministrative and Fiscal Responsibilities
- Assist with budget tracking, purchasing, payroll, and revenue operations
- Support revenue collection processes and ensure adherence to financial controls
- Assist in preparing required reports, including inventories and inspection reports
- Maintain accurate records and documentation in accordance with agency policiesStaff Supervision and Training
- Supervise and support staff across operations, maintenance, and programming units
- Assist in scheduling, training, and evaluating employees
- Provide guidance and mentorship to staff to promote professional development
- Help ensure adequate staffing coverage across shifts and operational needsPrograms, Permits, and Special Events
- Assist in coordinating recreational programming, permits, and special events
- Work with regional staff and external partners to support program delivery
- Ensure events and programs are executed safely and effectivelySafety and Emergency Management
- Assist in emergency response coordination and incident management
- Serve as a point of contact for after-hours issues as needed
- Coordinate with law enforcement and emergency services when required
- Promote and maintain a safe environment for staff and visitorsEquipment and Vehicle Operations
- Assist in managing the use and maintenance of park vehicles and equipment
- Monitor equipment inventory and ensure proper recordkeeping

Qualifications:
NY HELPS QUALIFICATIONS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).- To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.
The qualifications are:
Either 1. six years of experience- working in a park, recreational facility, or campus
- in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience;Or 2. a bachelor's or higher-level degree
- in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus
- as described in any of the functional areas listed in option 1 above.

SUBSTITUTION
An associate degree- in a related field can substitute for two years of specialized experience; a bachelor's degree
- in a related field can substitute for four years of experience; a master's degree
- in a related field can substitute for five years of experience; and a doctorate
- in a related field can substitute for six years of experience.
- A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
- If verifiable, we will accept and prorate appropriate part-time and volunteer experience.
- Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.
Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Transfer Opportunity:
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.Reassignment Qualifications:

- Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.
- Must be proficient with MS Outlook, Word, and Excel. Experience with Statewide Financial System, Asset Management System, Attendance, and Revenue programs is preferred but not required.
- Must have the ability to follow directions and communicate with staff, public, and respond to patrons' concerns or complaints in an effective and positive manner.
- Ability to work evenings, nights, weekends, and holidays as required. Schedule may change based on operational needs.
- Possess strong communication, organizational, and leadership skills required.
- Experience in supervising staff, supporting operations, preparing reports, and coordinating programs and events.
- Ability to perform duties in a variety of environmental and weather conditions.
